Department Approval <br />l <br />REQUEST FOR COUNCIL ACTION <br />Date.- 04/21/2008 <br />Item No..- 7.i <br />City Manager Approval <br />Item Description.- Adopt a Resolution Authorizing the City to Apply for a DEED Contamination <br />Investigation Grant for the Properties Controlled by CSM Equities LLC and a <br />Resolution Committing Local Match and Authorizing Contract Signature for this <br />Prcj eat <br />1 1. BACKGROUND <br />2 1.1. The Minnesota Department of Employment and Economic Development (DEED) is soliciting <br />3 contamination investigation grant proposals. The deadline for funding requests is May 1, 2008. As <br />4 part of the application process, the agency requires applicants to pass a resolution approving the <br />investigation grant application as well as a resolution committing local match and authorizing <br />6 contract signature. <br />"7 1.2. Mr. Tom Pal quilt of CSM has requested that the City apply for grant funds to assist with <br />contamination investigation activities on the Toll Welding, Cummins Diesel, and Indianhead <br />9 parcels (CSM site) within the Twin Lakes project area. Braun Intertec,, the environmental <br />I consultant for the developer, has estimated subsurface environmental investigation costs of <br />"I'll $,75,,000 for the project site of which they are seeking $,50,000 in DEED funding. See Attachment <br />12 A for a complete description of the funding request. <br />13 1.3. As part of the grant application, CSM is showing a concept plan that has neither been reviewed by <br />14 the City nor gained approval by the City Council. Including the concept plan with the grant <br />I application does nit give the developer any development rights. CSM will need to go through the <br />16 City's development approval process, including a public hearing at the Planning Commission and <br />I ��7 final approval by the City Council. <br />2. POLICY OBJECTIVE <br />19 2. 1. Approving the submission of grant applications on behalf of Cent Ventures allows the City to <br />20 leverage state and regional dollars for environmental clean up, which will assist the City in <br />2 1 meeting one of the objectives of Imagine Roseville 2025.- "Partner with redevelopers to remediate <br />22 brown gilds and redevelop industrial sites"' (Goal 2, Strategy C, 44). <br />23 3. FINANCIAL IMPACTS <br />24 3.1. There should not be any financial impact to the City by submitting these grant applications. CSM <br />25 will be responsible to contribute required matching funds to the project. <br />
