Department Approval <br />l <br />REQUEST FOR COUNCIL ACTION <br />Date.- 04/21/2008 <br />Item No..- 7J <br />City Manager Approval <br />Item Description.- Adopt a Resolution Authorizing the City to Apply for a DEED Contamination <br />Investigation Grant for the PIK Site on Behalf of McGough Development <br />1 1. BACKGROUND <br />2 1.1. The Minnesota Department of Employment and Economic Development (DEED) is soliciting <br />3 contamination investigation grant proposals. The deadline for funding requests is May 1, 2008. As <br />4 part of the application process, the agency requires applicants to pass a resolution approving the <br />investigation grant application as well as a resolution committing local match and authorizing <br />6 contract signature. <br />"7 1.2. Mr. Mark Fabel of McGough has requested that the City apply for grant funds to assist with <br />contamination investigation activities PIK site within the Twin Lakes project area. Braun Intertec,, <br />9 the environmental consultant for the developer, has estimated subsurface environmental <br />I investigation costs of $,100,000 for the project site of which they are seeking $,50,000 in DEED <br />"I'll funding. See Attachment A for a complete description of the funding request. <br />12 1.3. On March IT, 2007,, McGough received Concept PUD approval from the City Council for a <br />13 corporate campus,, which would include the construction of two office buildings, a production <br />14 laboratory, and structured parking. <br />1 2. POLICY OBJECTIVE <br />16 2. 1. Approving the submission of a grant application on behalf of McGough allows the City to leverage <br />I ��7 state and regional dollars for environmental clean up, which will assist the City in meeting one of <br />I the objectives of Imagine Roseville 2025.- "Partner with redevelopers to re mediate brownfields and <br />19 redevelop industrial sites"' (Goal 2, Strategy C, 44). <br />20 <br />2 1 <br />22 <br />23 <br />24 <br />25 <br />3. FINANCIAL IMPACTS <br />3.1. There should not be any financial impact to the City by submitting these grant applications. <br />McGough will be responsible to contribute required matching funds to the project. <br />4. STAFF RECOMMENDATION <br />4�. 1 Staff recommends that the City Council adopt the resolutions authorizing the submission of the <br />Contamination Investigation and RAP Development Grant. <br />
