Date.- 4/21/08 Item.- 12.a ........ ........ .... . 8 9 1 am writing this memo in anticipation of a City Council presentation on April 21st, 10 2008, on the relatively new best-value procurem�en�t method that is being utilized 11 with the geoth�erm l project at the Roseville Skatin�g Center. 12 As the City bee me more interested in the geoth�erm l project at the Skatin�g Center, a new 2007'state law that offered an a(tern tive to the traditional low bid method was brought to our attention by City Attorn�ey Jay Squires., The new law, referred to as the best-value procurem�en�t appeared to be a very good fit for this un�ique and com le x project., Due to the relative newness to the best value . r4 approach ins Min�n�esota, official train�in�g was requirec.., On Jan�uary 25 th 1 2008, the City Council auth�orized any greem�en�t with Arizon�a State University (ASU to provide the required train�in�g and assist the City with the best-value procurem�en�t process as related to the Skatin�g Center geoth�erm�al project specific., On February 11-14, th Jeff Even�son�, Park Project Coordinator, Du nee Schwartz, Public Works Director anod City Attorn�ey Jay Squires atten�ded th�e ASU best- value procurement training in preparation of the Skatin�g Center project., The best value procurem�en�t method is relatively new to Min�n�esota and the Skating Center project is Roseville's first application�., Staff and City Attorn�ey Jay Squires will be prepared to give a brief presen�tation on the law and process at the April 21st City Council m�eetin and an�swer an�y question�s.
