Pursuant to Minn. St .t. § 8.07, the City hereby <br />requests the Attorney General's written opinion on a question of public imp ortance arising <br />under Minn. Stat. § 412-0211 <br />7me <br />FACTS <br />A Roseville Council Member recently passed away. His term was set to expire at the <br />end of this year, and the seat will be on the November 2008 City general election ballot. <br />The City Council is 'in the process of considering its options in responding to the <br />vacancy. One option being explored would involve the Council making a "provisional" <br />appointment of an individual. The thought would be to appoint a person to serve In the vacant <br />seat for a fixed term, i.e. only until the November election is held.
