<br />In 1987, Roseville accepted bids and, selected Super Cycle, Inc. to
<br />pirolv i"l,d,e the curbside collection of'riecyclables. In 1989, bids were
<br />tiakein for the curbside service and Super Cycle was aga in awarded the
<br />bid.1 'The contract with Super Cycle expires December 31, 1990, and

<br />provides tat the parties may extend the contract by mutual agreement.
