The purpose <br />of this <br />appilication <br />is to coim�ply with the <br />new ordinance requiring a <br />Special, <br />Usel Permit <br />fair, outdoor display a <br />erchandising. <br />Since the criteria for appirovial of Special, Use Perimlits for outdoor <br />display were listed in the planning riepo�rit for Case N�umber 2188, they <br />w H! not be repeated h�ere. A summary of' our findings related to the <br />rev,i,ew of those criteria as they relate to this application is listed <br />�below.1 <br />241 DEVELOPMENT' ANALYSIS <br />Planning Considerations <br />To date the reviewer of Special, Use Permits for outdoor display and has <br />been limited to moitarfuel stations, hardware stories, and similar <br />commerciall establishments. In these cases, the displays were <br />incorporated 'Into the Parking lots or sidewalks in front 'of the entrances. <br />This application is different. <br />Lelb,ens Flowers has a, designated outdoor sales, ariei that is separated <br />friom the parking lot by a 4-foot chain-link fence.1 According to the <br />letter from the applicant, this area contains, 10�,400 square feet. <br />Although theiriel specific referieln�ce to the amount, of indoor display, <br />the property is, 660 feet, by 330 feet (,217,800 square feet - 5 acres) <br />and much oif it, is coivered bly greenhouses. <br />Since the garden center, is separiatied from the parking lot by a fence, <br />it will not have an adverse effect, on vehicular circulation. Since it is <br />designed as an outdoor store, it will not clause any problems for <br />pied,est,rian circulation. <br />
