To, The Cit u�nci 1. <br />We have been discussing settlement of a potential lawsuit, and a <br />question has arisen regarding the possibility of a less than, unanimous <br />vote,. I'm�concerned that the longer range inter ts of the City, of <br />Roseville auggur against a narrow C,oun il decision to settle a dispute., <br />which is, either in or likely to, be in litigation.1 <br />I have given some, further thought to the matter., and m rinc,ip�al <br />pi rob l elm relates, to a 3 to, 2 vote., That kind of narrow decision does not <br />demonstrate, the kind of Council supip� r,t, I believe to, be essential.-i and if <br />it's that close an issue, we would all be better served by let,ting a <br />court delciid,e ­ which, after all, is their legitimate role. <br />This is unlikely, to occur very, often., However, in order to, g1ive my <br />ON <br />suggested policy effect in connecti I on with the Andre matter, I suggest we <br />adopt an ordinance (or merely, a Council Policy, if' that does the job <br />legally) as follows., <br />I request that thi s item be plac�ed on the agenda for action in <br />advance of any, formal action ism the Andre matter,. <br />Vern Johnson <br />C,o unc 1* 1 man <br />
