Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: November 22, 2011 Item No: 5 <br />Item Description: Ramsey County Solid Waste Policy <br />Background: <br />The City Manager was contacted by Ramsey County regarding the required update of the County <br />Ramsey County Solid Waste Management Master Plan. He requested the PWETC review and <br />comment on this plan update. Zack Hansen from Ramsey County will be at the meeting to <br />discuss the update and seek feedback. This email is being sent to city managers and administrators, as well as <br />municipal recycling coordinators and Saint Paul planning district recycling coordinators. <br />Revision to the draft Ramsey County Solid Waste Management Master Plan are now available <br />for public review, and I am calling your attention to its availability, and to seek your comments. <br />Comments are being taken on the master plan through November. At this time we expect to <br />bring the master plan forward to the County Board for consideration in January. Between now <br />and then a regional component to the plan will also be completed; when that is available for <br />review we will let you know. At the bottom of this email is information about how to find the <br />draft plan, and how to comment. <br />In March, 2011 the Commissioner of the Minnesota Pollution Control Agency (MPCA) adopted <br />the Metropolitan Solid Waste Management Policy Plan, 2012 -2030. State law requires <br />metropolitan counties to revise their solid waste master plans to implement the new Policy Plan. <br />Ramsey County staff has been working on revisions to the County's Solid Waste Management <br />Master Plan since April, and we have provided progress reports over the summer as that process <br />continued. During this time we have sought, and received, significant public engagement in the <br />planning process, and the draft plan incorporates a lot of what we have heard. <br />
