4 <br />8 4.0 Procedure Summary <br />Its] <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />A flowchart, Exhibit 1, provides a summary of the procedures for implementing a traffic <br />management strategy on a local street. The process includes the following steps: <br />Step 1 a- Identify Gand- irla4e C4ree4c /I�Iviivhh�rh��rlcCtudy RegUe$t <br />(Application) <br />First r^dp. ^nt, ;citizens must identify candidate streets for traffic management improvement and <br />submit a written request to the City Engineering Department. Any requests for project proposals <br />require a written application with 5951 % of the project neighborhood signing the application. <br />Appendix BA provides a sample petitionsampl^ '^^b lest feFFR. <br />17 1 Step 2 -- Preliminary SGFee ;g- Review and Evaluation <br />18 The City Engineering Department will review requests and determine whether they can be <br />19 handled as part of the normal traffic engineering process or police enforcement function of the <br />20 City or if they qualify for consideration under the Neighborhood Traffic Management Program. <br />21 Step 3 - Data Collection and Traffic Study <br />22 If it is determined that the request falls under the Neighborhood Traffic Management Program <br />23 the City will undertake an engineering study of the street(s) or neighborhood including gathering <br />24 I relevant data of the 94:o daffected streets. <br />25 Step 4 - Develop/ Evaluate Traffic Management Strategies <br />26 Based on the traffic study and input from other departments, the City Engineering Department <br />27 will make a preliminary determination of the need for traffic management FneaGb1Feestrategies <br />28 and make recommendations as to which n4^sstrategy would be appropriate. <br />29 1 Step 5 _ Receive Neighborhood Feedback <br />30 <br />31 A neighborhood meeting will be held, or a summary letter will be sent, to present the <br />32 conclusions of the traffic study and discuss appropriate next steps in the process. At this time a <br />33 survey will be sent out to determine neighborhood support for the recommended traffic <br />34 1 management strategy and to receive input from affected resideatscitizens. <br />35 1 Step 6 - Traffic Management Strategy Recommendation and Approval <br />36 The recommended strategy will not be implemented without the support of 65% of the prejeet <br />37 Reighberheedbenefited area and 5951 % of the affected neighborhood. In addition to <br />38 neighborhood approval, the City Council must also approve the implementation of the traffic <br />39 management strategy. <br />111 <br />11/15/11 <br />
