A staff committee was formed, clomposed of all department <br />heads and assi*stant department heads,, <br />a x <br />The cominitiee met, on six occasionsi, using approximately one <br />hundred thirty, (130) hours of staff' time. The process has been <br />0 <br />beneficial. for the staff' and involivied good, spirited discussion. <br />The City Attorney has also been very helpful 'in the review and <br />suggestion, of' language,. <br />P <br />The review began, with a session with Mr. Doug Wallacel Director <br />of' the Center for Ethicsji Responsibilities, and Values at the <br />College of St* Catherine& His presentation was thought provoking <br />and an, excellent beginning point for t,he groupFs discussions. <br />'The, staff and City Attorney suggest the Council consider adopting <br />di # <br />the Code as a policy in resolution form rather than as an <br />ordinan,ce.i if 'it is done as " an ordinance, any Violation of the <br />I <br />Code could be, charged as a misdemeanor no matter how insiognifi- <br />cant .1 <br />The development and approval of a Code of Ethics for an organiza- <br />til'on *is an important process. The goal is to prepare a document <br />that will, be used and, practical.
