360 member or employee of the Board or offer or employee of any of the Cities shall have a <br /> 361 direct or indirect financial interest in any contract made by the Board. <br /> 362 Subdivision 15. Surveys. The Board may make necessary surveys or utilize <br /> 363 other reliable surveys and data and develop projects to accomplish the purposes for <br /> 364 which the Board is organized. <br /> 365 Subdivision 16. Other Governmental Units and Agents. The Board may <br /> 366 cooperate or contract with the State of Minnesota or any subdivision thereof or Federal <br /> 367 agency or private or public organization to accomplish the purposes for which it is <br /> 368 organized. <br /> 369 Subdivision 17. Water Conveyances. The Board may order any City, <br /> 370 governmental unit or units to construct, clean, repair, alter, abandon, consolidate, <br /> 371 reclaim or change the course of terminus of any ditch, drain, storm sewer, water course, <br /> 372 natural or artificial, that affects the Grass Lake Watershed in accordance with adopted <br /> 373 plans. The Board mav also acquire and/or assurne_gperational authoritv for an 11 <br /> 374 Rarnsev.Countv Drain-age Ditches within the Grass lake watershed. <br /> 375 Subdivision 18. Watershed Operations. The Board may order any City to <br /> 376 acquire, operate, construct or maintain dams, dikes, reservoirs and appurtenant works <br /> 377 in accordance with adopted plans. <br /> 378 Subdivision 19. Storm and Surface Waters. The Board shall regulate, conserve <br /> 379 and control the use of storm and surface water within the Grass Lake Watershed <br /> 380 pursuant to its adopted plan. <br /> 381 Subdivision 20. Insurance. The Board may contact for or purchase such <br /> 382 insurance as the Board deems necessary for the protection of the Organization. <br /> 383 Subdivision 21. Audit. The Board shall cause to be made an annual audit of the <br /> 384 books and accounts of the Organization and at lest once each year shall make and file <br /> 385 a report with the Cities including the following information <br /> 386 <br /> 387 a. the financial condition of the Organization; <br /> 388 <br /> 389 b. the status of all Organization projects and work within the Grass Lake <br /> 390 Watershed and <br /> 391 <br /> 392 C. the business transacted by the organization and other matters that affect <br /> 393 the interests of the Organization. <br /> 394 <br /> 395 Subdivision 22. Records. The Board's books, reports and records shall be <br /> 396 available for and open to inspection by the Cities at all times. <br /> 397 Subdivision 23. Reserved. <br /> 11 <br />
