<br />EXTRACT OF MINUTES OF MEETING OF THE <br /> <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the <br />City Council of the City of Roseville, County of Ramsey, Minnesota <br />was duly held on the 24th day of November, 1986, at 7:30 p.m. <br /> <br />The following members were present: Kehr, Matson, Johnson, <br />Cushman, and Wiski, and the following were absent: None. <br /> <br />Member Matson introduced the following resolution and moved its <br />adoption: <br /> <br />RESOLUTION 8042 <br /> <br />NINETY DAY DEVELOPMENT MORATORIUM <br /> <br />WHEREAS, the I-35W/Highway 36 area has been the City's primary <br />focus for economic development; and, <br /> <br />WHEREAS, the City has invested $8 million to construct a bridge <br />over 35W into the target area; and, <br /> <br />WHEREAS, the City has developed specific policy to encourage <br />intensive development in this major target area and other <br />potential office areas in Roseville; and, <br /> <br />WHEREAS, the Public Financial Systems study totally corroborated <br />the City's intent that high density development should occur in <br />these areas; and, <br /> <br />WHEREAS, the Public Financial Systems study has suggested that <br />the area adjacent to the Woodbridge Development on Cleveland <br />Avenue running from County Road C to C-2 also be designated as <br />a pure office area; <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that in order to facilitate the <br />appropriate development in the City's primary target area, the <br />City of Roseville is declaring a ninety day development moratorium, <br />and a moratorium on issuing building permits for new development <br />and substantial redevelopment from the Glacier parcel north to <br />and including the Ruan parcel, and the area from County Road C to <br />C-2 adjacent to Woodbridge, for the following reasons: <br /> <br />1. The City needs to review its development options in the area <br />with respect to financial implications, tax revenues, spin- <br />off development property values, and job creation ramifications. <br /> <br />2. The City needs to study the possible rezoning of the area for <br />more appropriate office use. <br />
