EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF ROSEVILLE * * * * * * * * * * * Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, County of Ramsey, Minnesota was duly held on the 24th day of November, 1986, at 7:30 p.m. The following members were present: Kehr, Matson, Johnson, Cushman, and Wiski, and the following were absent: None. Member Matson introduced the following resolution and moved its adoption: RESOLUTION 8042 NINETY DAY DEVELOPMENT MORATORIUM WHEREAS, the I-35W/Highway 36 area has been the City's primary focus for economic development; and, WHEREAS, the City has invested $8 million to construct a bridge over 35W into the target area; and, WHEREAS, the City has developed specific policy to encourage intensive development in this major target area and other potential office areas in Roseville; and, WHEREAS, the Public Financial Systems study totally corroborated the City's intent that high density development should occur in these areas; and, WHEREAS, the Public Financial Systems study has suggested that the area adjacent to the Woodbridge Development on Cleveland Avenue running from County Road C to C-2 also be designated as a pure office area; NOW, THEREFORE, BE IT RESOLVED, that in order to facilitate the appropriate development in the City's primary target area, the City of Roseville is declaring a ninety day development moratorium, and a moratorium on issuing building permits for new development and substantial redevelopment from the Glacier parcel north to and including the Ruan parcel, and the area from County Road C to C-2 adjacent to Woodbridge, for the following reasons: 1. The City needs to review its development options in the area with respect to financial implications, tax revenues, spin- off development property values, and job creation ramifications. 2. The City needs to study the possible rezoning of the area for more appropriate office use.
