I have been a member of the City Council for the City of <br />Roseville f'lor, eight years., During my tienure on the Council., I <br />had occasion tio participate in the Periodic Performance and <br />compensation evaluations riel,ative to the City Manageri James <br />Andrie, <br />These evaluat]Lons were c�oinducted in, accordance with th <br />f 01 11 ow-i' ng: i <br />1. The City Council would schedule a work session for the <br />purpose of evaluating the Performance of Mr. Andre* <br />2'. The Work Session was sichedule,d at a. regular council meeting, <br />end would be publicly posted to provide notice of the <br />[*-! r oiceed nsils. <br />3. The Council would,, *in, its. work, session, evaluate the <br />performance, of' Mr. Andre and determine whether an adjustment 'in <br />his compensation, was merited- <br />4. On various oicicasilonsi the, Council voted in work sessions, t�i <br />9 <br />increase Mr- Andre's salary and/'or his annual vacation accrual <br />and auto allowance. <br />6. Follow Jnz the work session, the Council a*cti*on was recorded <br />by the Mayor through ®. directive isisiued 1 r Finance Director <br />of the City to make the adJustments which had been agreed upon <br />by the, City Counc311. <br />Thereafter, to the best of my, knowledzes entries were made <br />in the persionnel and fi,nance records, of the C-11ty of Roseville <br />and on, the i nd livi dual payroll stubs, to reflect the directive of <br />the City, Counicil., <br />• By awarding additional vacation instead of salary increases, <br />the City Councill saved, the City of Roseville the immediate <br />expenditure of cash and, given the inflationary trend sionce 1980 <br />0 10 <br />this has benefited the City of Roseville.
