An on-sUtO vis t wou d <br />clearly demonstrate that the faci1lity goes largely un�useld'. Huge <br />operating expenses are beiing mechanically incurred without benefit <br />to, anyoln el, <br />4) That after years of availlability, the total number, of producers <br />utilized the plublic access fa,ci'litiles in 1987was of which only <br />631 were residelints,.1 Furthermore, only 261 out of 16,6001 paying <br />subscribers chose to uze the facility.
