Huge operating expenses are beiing mechanically incurred without benefit to, anyoln el, 4) That after years of availlability, the total number, of producers utilized the plublic access fa,ci'litiles in 1987was of which only 631 were residelints,.1 Furthermore, only 261 out of 16,6001 paying subscribers chose to uze the facility.
