Cady seconded the motion. All Aye <br />Proposed Meeting with the City Council <br />The Commission discussed the proposed topics for discussion with Council. <br />Topics (addressed in this order) <br />2.b Confirm Ethics Commission's Role in training /seminars <br />Question to Council: Training - Does Council want them to coordinate Ethics training? <br />2.c Procedure for ethics advisory opinions. <br />Question to Council: What is the procedure for the City Manager or City Attorney to advise <br />employees /officials on ethical behavior? <br />Motion: Luanne Pederson moved to meet with the City Council for direction and authority to develop a <br />procedure for the provision of advisory opinions. Duane Cady seconded the motion. All Aye. <br />Motion: David Apolloni moved to meet with the City Council to seek direction on Commission's role in <br />coordinating ethics training seminars. Duane Cady seconded the motion. All Aye. <br />City Manager Bill Malinen will prepare a request for the City Council to request comment or direction on <br />the following: <br />1) The relationship between 206.04 of Ordinance 1338, which gives the Ethics Commission the <br />authority to administer any ethics code adopted by the City Council, and Section 1 of <br />Resolution 10408, which references the City Manager as the coordinator for the training <br />seminars. <br />2) The Commission's authority or role in developing a formal procedure for obtaining advisory <br />opinions on ethical issues. <br />3) Any other issues for Commission to address? <br />City Manager will talk to City Attorney Scott Anderson regarding: Process; Procedure; Minor v. Serious; <br />Time frames; and the Internal process to handle complaint. <br />Adjournment <br />Apolloni moved adjournment. Cady seconded. All Aye. <br />Respectfully submitted, <br />William J.
