Andre: <br />At least a portion of your city is within the,boundaries of the Grass Lake Water <br />Management Organization. This organization was established through a Joint Powers <br />Agreement to have jurisdiction for the management of storm drainage related aspects. <br />As part of that Joint Powers Agreement, the GLWMO is to prepare a budget each spring <br />and submit it to the two cities for review and comment. That preliminary budget has <br />now been prepared and is attached. <br />The Joint Powers Agreement provides for thirty days for the city to provide its <br />comments back to the WMO before the WMO establishes a final budget. A meeting has <br />been scheduled for July for final adoption. <br />The budget as proposed is up from previous years. Please note that the standard <br />portion of the budget of $94,500 is to be spread on a fifty -fifty basis between the <br />City of Roseville and the City of Shoreview. The special funding of $66,600 for <br />Shoreview requested work on Lake Wabasso and Snail Lake would be paid entirely by <br />the City of Shoreview. <br />The first reason for the increase is that the major water quality study that was <br />anticipated to be primarily done in 1987, unfortunately, had to be rescheduled to <br />1988. This is the result of the extremely unusual weather condition in the winter <br />and early spring of 1987 when there was almost no snowfall or rainfall. This unusual <br />situation did result in significant portions of the work having to be redone as well <br />as simply being rescheduled. <br />The second item is that the Capital Improvement Program for the WMO has scheduled <br />significant capital projects beginning in 1989. The beginning efforts of that work <br />is included via some engineering and easement acquisition costs that will be <br />necessary for the work to be done in 1989. <br />If you have any questions, please contact either me or Julian Fenendael, Shoreview <br />City Engineer, who serve as the Technical Advisory Committee for the WMO. <br />Sincerely: <br />Charles V.
