wwko-w SH"L+E <br /> REQUEST FOR COUNCIL ACTION <br /> Date: 12/12/11 <br /> Item No.: 7 • f <br /> Department Approval City Manager Approval <br /> Item Description: Order Feasibility Report for Rice Street Reconstruction Project <br /> BACKGROUND <br /> Staff is requesting that the City Council order the preparation of a feasibility report for Rice Street <br /> 3 between Transit Ave. and Co. Rd. C-2. This project will be managed by Ramsey County, in partnership <br /> 4 with the City of Roseville. <br /> 5 MnDOT turned back Rice Street to Ramsey County about ten years ago. At that time, the County <br /> 6 identified pavement condition and traffic issues that needed to be addressed. This project is the second <br /> "7 phase of the construction work envisioned by the Rice Street Technical Advisory Committee. This <br /> 8 committee met between 2006 and 2008 to develop a plan for roadway improvements and amenities <br /> 9 within the corridor. <br /> '1 0 POLICY OBJECTIVE <br /> 1,1 A feasibility report will detail the proposed design, neighborhood impact, estimated cost and proposed <br /> 1 d"? funding for the construction of these public improvements. Consistent with Ramsey County's cost <br /> '1 3 sharing policy, a portion of the street reconstruction costs will be charged to the City of Roseville. It is <br /> '14 the City's policy to assess adjacent property owners at least 25% of the City of Roseville's cost for <br /> '1 5 County Projects. <br /> '1 6 FINANCIAL IMPACTS <br /> 1��7 Ramsey County is working on the cost estimate for this project.
