SH"L+E <br /> w <br /> REQUEST FOR COUNCIL ACTION <br /> Date: 12/12/11 <br /> Item No.: 7 •h <br /> Department Approval City Manager Approval <br /> Item Description: Consider Establishing a New Position within the Information Technology <br /> Division <br /> BACKGROUND <br /> Since 1997, the City Council has consistently approved Joint Powers Agreements authorizing the City of <br /> 3 Roseville to provide Information Technology support to area municipalities and governmental agencies. To <br /> 4 date, the City has 24 such agreements in place worth a combined total of$765,000 annually. <br /> 5 <br /> 6 Monies derived from the partnerships not only pay for the additional staffing costs that have been incurred, <br /> 7 but they also offset a portion of Roseville's fixed information system costs. <br /> „;p <br /> 9 During the past two years, the City has added a number of additional partnerships. In addition, existing <br /> '10 business partners have agreed to a cost increase in 2012 to offset general cost increases as well as fund the <br /> 1,1 creation of a new position. The full cost of salary,benefits,training, equipment, etc. will be borne by the <br /> 1 d? other cities and will not require additional monies from Roseville. <br /> '1 <br /> '14 The IT business partnerships have been successful in large part because each respective organization has <br /> '1 5 similar needs, and have agreed to standardize on similar platforms. Overall savings are achieved because <br /> '1 6 the research,development,and planning on technological issues and the general administrative function is <br /> 17 centralized with the City of Roseville thereby removing the burden from the other agencies. <br /> '18 <br /> '1 9 The benefit to the City of Roseville is that these partnerships allow us to recoup our investment in research, <br /> 1�20 training and equipment costs over a broader base. In addition, Roseville retains a much stronger <br /> 1�����11 complement of IT Staff to service our own needs than we could if we were to go it alone. <br /> 020) <br /> `23 As the City of Roseville continues to engage additional business partners,monies previously spent by other <br /> 24 agencies will transfer to the City of Roseville. A portion of these monies will be needed to hire additional <br /> "?5 IT Staff.
