EXTRACT OF MINUTES OF A MEETING OF THE CITY COUNCIL OF THE CITY OF ROSEVILLE, MINNESOTA Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, Ramsey County, Minnesota, was duly held at the City Hall in the City on Monday, the 16th of December, 1996 at 6: 30 o'clock P.M for the purpose of approving modification to the Development District Program for Development District 1 and to the Tax Increment Financing Plans for Tax Increment Financing Districts 1 through 14 and 16. The following members of the Council were present: Wiski, Goedeke, Mastel, Maschka, Wa 11 and the following were absent: None Councilmember Goedeke and moved its adoption: introduced the following resolution RESOLUTION NO. 9366 RESOLUTION APPROVING MODIFICATION TO THE DEVELOPMENT DISTRlCT PROGRAM FOR DEVELOPMENT DISTRlCT 1 AND TO THE TAX INCREMENT FINANCING PLANS FOR TAX INCREMENT FINANCING DISTRlCTS 1 THROUGH 14 AND 16 BE IT RESOLVED by the City Council of the city of Roseville, Minnesota as follows: Section 1. Recitals. 1.01. On October 13, 1982, the city council of the city of Roseville (the "City") approved a development district program (the "Program") for Development District 1 (the "Development District") and a tax increment financing plan for Tax Increment Financing District 1. 1.02. Subsequent to that time, the City established Tax Increment Financing Districts 2, 3,4,5, 6, 7, 8, 9, 10, 11, 12, 13, 14 and 16 (collectively, the "TIF Districts") and adopted a TIF plan with regard to each District (collectively, the "TIF Plans"). 1.03. The Program and the TIF Plans, as periodically modified, have guided the development activities within the Development District and the City has carried out projects authorized by the Program through the use of tax increment as approved in the TIF Plans.
