'This condition should be corrected by reorganizing <br />V <br />internal, access to the higher elevated area of land on the south <br />side of the property within the site. <br />Eel The so�utherly portlion of the site proposed to accommodate a <br />double row of parking at a significantly higher elevation- than the <br />rest of t,h�e parking area., Pledesitrian access to this area is <br />proposed via a stair,w,ay. S�uch a stiair access to consumer parking <br />areas is strongly avoided at si,tes, in co�nsumeri-oriented industries. <br />It represents a, serious hazard. and a fault of' the plan. <br />FM, The garage, doors serving the entire center on the -east side of <br />the structure open directly to the access lane serving the "front" <br />of the building on the east, side. This is a dangerous condition, <br />resulting in vehicles backing out of the service bays into what <br />will be a heavily used north/south traffic lane, connecting the <br />parking bays, to the east. <br />1 <br />We suggest that, the Planning Commission and Council seriously consider <br />the findings of fact pertinent to the conditions outlined. If these <br />results are, negative, actions may be apiplr,olpri,ate, including the <br />disapproval of the special use permit, for, a site plan review. <br />
