REQUEST FOR COUNCIL ACTION <br />Department Approval <br />Date: 02/23/11 <br />Item No.: 12 . d <br />City Manager App <br />.10al <br />Item Description: Approve Resolution for the Acquisition of a Permanen-t'Pathway <br />Easement and a Temporary Construction Easement Using Eminent <br />Domain for a portion of property located at 1595 Highway 36, City of <br />Roseville <br />11 BACKGROUND <br />2 The City is in the process of negotiating with Macy's to acquire a small portion of their property <br />3 to construct a pathway along Fairview Avenue. The Fairview pathway is a part of the Northeast <br />4, Suburban Campus Connector (NESCC) Bike/ Pedestrian Project. This project is a partnership <br />5 between the City of Roseville, the City of Falcon Heights and the University of Minnesota to <br />6 construct non-motorized transportation connections. This project connects regional shopping <br />"7 centers, commercial businesses and neighborhoods in Roseville to neighborhoods, businesses, <br />and institutions in Falcon Heights, St. Paul, and Minneapolis. The project begins at County <br />9 Road B-2 in the heart of Roseville's regional shopping area extending to the intercampus <br />110 transitway connecting the two University of Minnesota campuses. Attached is a map showing <br />11 the location of the pathway improvements. Below is a description of the proposed <br />12 improvements: <br />13 + Continuous athwa on both sides ofFairview Ave (between Co RdB-2 and Co RdB). <br />p ys <br />14, + A new off- street bituminous pathway ('feet` wide) on the east side ofFairview between <br />15 Co Rd B and Larpenteur. <br />116 + C onverting the existing shoulders on Fairview (between C o Rd B and Larpen teur) and <br />1 7 Larpenteur (between Fairview and Coffman) into on-street bike lanes. <br />11 111",,'11 + A new sidewalk along the north side o f 'L argent r (between Cleveland and Coffman. <br />119 + On Gott lee (between Larpenteur and Folwell) an 8ft wide pathway will be constructed <br />20 on the east side. <br />21 + Signal systems within the corridor will be d' trofitted withpedestrian countdown timers. <br />22 + Street trees and benches will be installed throughout the corridor to create a more <br />23 pleasant atmosphere by -providing shade and appeal to the non-motorized user. <br />24, This project was approved by the City Council after a Public Hearing on May 17, 2010. Since <br />25 that approval, staff has been working on final plans, environmental documentation, and easement <br />26 acquisition. <br />27 POLICY OBJECTIVE <br />28 In 2008, the City was awarded Transit for Livable Communities, Non-Motorized Transportation <br />29 Pilot Program Grant Funds Federal Surface Transportation Program (STP) funding to construct <br />30 this project. If we do move forward with construction of this project in 2011, we will be <br />3 1 jeopardizing the funding for this project. <br />Page I of 2 <br />
