k" <br />REQUEST FOR COUNCIL ACTION <br />Date: 2/28/2011 <br />Item No.: 7. e <br />City Manager Approval <br />Item Description: Approval for the City of Roseville Police Department to Enter into a Special <br />Weapons and Tactics Team (SWAT) Joint Powers Agreement with the New Brighton Department of <br />Public Safety, the City of St. Anthony Police Department, the City of North St. Paul Police <br />Department and the University of Minnesota Police Department. <br />2 me <br />The City of Roseville Police Departnt Tactical Team was established in 1999. In 2002, the City of <br />3 Roseville approved a Joint Powers Agreement for a combined tactical team with the City of St. <br />4, Anthony. In 2007, the City of New Brighton's Department of Public Safety was invited to join and <br />5 accepted which made the team more viable in the community. Since that time, the North St. Paul <br />6 Police Department and the University of Minnesota Police Department have also joined. The combined <br />"7 tactical team is known as the East Metro SWAT Team. <br />9 Given the nature of the current Mutual Aid Agreement, the Agreement has been revised as a Joint <br />110 Powers Agreement. The Joint Powers Agreement was drafted in cooperation with, and reviewed by the <br />11 League of Minnesota Cities. The Agreement has been reviewed and endorsed by the Roseville City <br />12 Attorney. The Joint Powers Agreement has been approved by the cities of New Brighton, St. Anthony, <br />13 North St. Paul, the University of Minnesota, and their respective attorney's. <br />14, PROPOSED ACTION <br />15 To allow all parties (the City of Roseville Police Department, the City of New Brighton Department of <br />116 Public Safety, the City of St. Anthony Police Department, the North St. Paul Police Department and the <br />1 ��7 University of Minnesota Police Department) and their respective officers to extend services beyond <br />11 111",,'11 their respective jurisdictions for the purpose of providing assistance and enforcing the law in <br />119 emergency situations. The parties believe the establishment of procedures whereby parties to this <br />2o Agreement (copy attached) may provide personnel or equipment assistance to another party or parties- <br />21 in the event of an emergency would be of great benefit to public health, safety and welfare. <br />22 FINANCIAL IMPACTS <br />23 East Metro Swat will be required to obtain separate liability insurance coverage and property <br />24, insurance coverage from the League of Minnesota Cities for a minimum of $,950 in premiums to <br />25 be paid annually. In order to determine the actual costs of coverage for East Metro Swat, the <br />26 League of Minnesota Cities will be conducting a review. The review will cover the previous <br />27 year's budget, as well as any property owned by East Metro Swat. Once that review is complete, <br />28 the League of Minnesota Cities will establish the actual premium costs. <br />Page I of 2 <br />
