k" <br />REQUEST FOR COUNCIL ACTION <br />Date: 2/28/11 <br />Item No.: 7. f <br />City Manager Approval <br />Item Description: Authorization for the 2011 PIP Program <br />11 BACKGROUND <br />2 In 1990, the City Council established the Park Improvement Program (PIP). The goals for the program are: <br />3 1. To increase the aesthetics of all Roseville parks. <br />4, 2. To make upgrades to park facilities and amenities with the goal to reduce daily maintenance <br />5 needs. <br />6 3. To bring all park facilities up to city code and to meet recognized safety standards in all city <br />"7 parks. <br />8 4. To insure that all parks are used to their fullest potential while protecting natural resources and <br />9 open space. <br />110 5. To repair and replace any park facilities and related amenities that is in need of repair because <br />11 of their age and condition. <br />12 6. To make upgrades, enhancements and replacements without incurring unusual costs for <br />13 rehabilitation or redevelopment. <br />14, 7. To make improvements based on the most up-to-date professional standards. <br />15 The PIP process is as follows: <br />116 1. All improvements will meet the latest appropriate safety requirements, municipal and state <br />1 7 codes and professional standards. <br />11 111""'1�111 2. Staff will review proposed work with the Parks and Recreation Commission. <br />119 3. Improvements will be designed to meet required standards and minimize and/or reduce <br />20 maintenance procedures currently required. <br />21 4. The majority of the reconstruction labor will be contracted allowing park maintenance staff to <br />22 concentrate on regular maintenance concerns. <br />23 5. Standard procedures will be used for drawing specifications, advertising for bids, receiving <br />24, quotes and awarding contracts. <br />25 <br />26 Since 1990, the funding level of the Park Improvement Program has diminished and has allowed for smaller <br />27 and limited projects and is as follows: <br />28 YEAR <br />AMOUNT <br />29 1990-2003 <br />$'2501000 <br />30 2004 <br />$ 174,000 <br />31 2005 <br />150,000 <br />32 2006 <br />$�1501000 <br />Page I of 3 <br />
