5.2 REVIEW OF SPECIFIC CONDITIONAL USE CRITERIA.- Section 1009.02D of the City Code <br />establishes additional standards and criteria that are specific to drive-through facilities; <br />they are as follows. <br />a. Areas of outdoor activit y or storage shall be located to the side or rear of buildings <br />and shall not be located between the principal use and the primary public street. The <br />proposed outdoor storage area is at the rear of the building, adjacent to the railroad <br />tracks and facing other industrial properties; this location should not be visible from <br />the public street. <br />b. Areas of outdoor activit y or storage shall be screened by a solid opaque wall or fence <br />at least 8feet in height. The proposed fencing illustrated with the site plan (included <br />with this staff report as Attachment C) is consistent with this requirement. <br />c. Aggregates and other granular materials shall be stored in such away that prevents <br />erosion. Aggregates or granular materials are not proposed to be stored outdoors. <br />d. The Planning ('70mmission and City Council shall give special consideration to the <br />height of equipment and materials stored outside and its visibililyfrom nearby <br />properties and roadways. The proposal indicates that the outdoor building materials <br />would be kept at or below the top of the proposed fence. <br />5.3 Roseville's Development Review Committee, a body comprising staff from various City <br />departments,, met on September 8th to review and discuss the proposal. The main <br />comments which have not been addressed above are as follows.- <br />a. Stack heights of materials stored outdoors should be limited to 8 feet so as to not <br />protrude above the screen fence. <br />b. Pending review by the Fire Marshal, the storage area access gate may need to be wide <br />enough to allow access by fire apparatus. <br />5.4 Review of the proposed outdoor storage area against the CONDITIONAL USE standards and <br />criteria leads Planning Division staff to conclude that the use can meet all pertinent <br />requirements. Some of the requirements (e.g., height of the stacks of materials, storage of <br />erodible materials,, etc) may be best addressed with conditions of approval to ensure that <br />the Planning Commission and City Council can review any changes to the proposal in the <br />future as new CONDITIONAL USE applications. <br />6.0 PUBLIC COMMENT <br />The duly-noticed public hearing for this application was held on October 5, 2011 - no <br />members of the public were in attendance to comment on the proposed CONDITIONAL USE. <br />After closing the public hearing, the Planning Commission voted unanimously (i.e., 7-0) <br />to recommend approval of the proposed outdoor storage; draft minutes of the public <br />hearing are included with this staff report as Attachment D.
