<br />INTRODUCTION
<br />2 Background
<br />3 In 1990 the City of Roseville established Redevelopment Project Area and Industrial
<br />4 Development District No. I (the "Project Area") in connection with the redevelopment of the
<br />5 NCR-Comten facility. The City provided NCR-Comten with financial assistance to retain jobs
<br />6 and to expand their workforce. The City purchased 14.5 acres of land from NCR-Comten which
<br />7 was developed as a City park. In 1991 the City enlarged the Project Area to provide financial
<br />8 assistance in connection with single-family and multifamily residential property rehabilitation.
<br />9 The City of Roseville is proposing to modify the Redevelopment Project Area and
<br />10 Industrial Development District No. I Plan in order to specifically include the construction of
<br />11 public safety facilities and park system improvements within the Project Area.
<br />12 Summary
<br />13 The City is seeking to modify the Redevelopment Project Area and Industrial
<br />14 Development District No. I Plan to provide for public safety facilities and park system
<br />15 improvements to fulfill the public purpose objectives of prevention of the causes of blight and to
<br />16 protect the health, safety and welfare of the community.
<br />17 DEFINITIONS
<br />18 For the purposes of clarity,, the following terms defined in this Plan shall have the
<br />19 following meanings given to them.
<br />20 Blighted Area means any area with buildings or improvements which, by reason of
<br />21 dilapidation, obsolescence, overcrowding, faulty arrangement or design, lack of ventilation, light,
<br />22 and sanitary facilities, excessive land coverage, deleterious land use, or obsolete layout,, or any
<br />23 combination of these or other factors,, are detrimental to the safety, health, morals, or welfare of
<br />24 the community.
<br />25 Development means those developments and redevelopments described in this Plan in
<br />26 connection with which the City intends to incur public redevelopment costs as described in the
<br />27 Plan,, the purpose of which is for the proposed construction of public infrastructure
<br />28 improvements, public facilities, redevelopment to prevent the causes of blight and economic
<br />29 development to create jobs and enhance the tax base.
<br />30 Housing Project means any work or undertaking to provide decent, safe, and sanitary
<br />31 dwellings for persons of low income and their families. Such work or undertaking may include
<br />32 acquisition or provision of buildings, land, equipment, facilities, and other real or personal
<br />33 property for necessary, convenient, or desirable appurtenances,, streets,, sewers, water service,
<br />34 utilities,, site preparation, landscaping, administrative, community, health, recreational, welfare,
<br />35 or other purposes. "Housing project" also includes the planning of the buildings and
