33 month delay for the construction of the signal <br />34 Vehicles traveling on Terminal Road at this crossing have had 8 accidents in the last 10 years. 3 <br />35 of those accidents were train/ vehicle accidents. Because of the accident history, the City is <br />36 exposed to liability for not having this railroad crossing updated. <br />37 Last summer,, the City received an Order from the Commissioner of Transportation to install stop <br />3,''3', signs at this rail crossing as an interim effort to address the safety issues at this rail crossing. We <br />39 have received complaints regarding these signs. They are seen as an inconvenience to drivers <br />4 ('-) since they have to stop at a stop sign regardless of the presence of a train on the crossing. With a <br />4 �'i railroad crossing signal, drivers only have to stop when the lights are flashing. Also, since <br />42 Terminal Road is a 4 lane road,, it is sometimes difficult for a passenger vehicle in the inside lane <br />43 to see the stop sign when a larger vehicle is in the lane next to the curb. <br />44 FINANCIAL IMPACTS <br />45 With the purpose of eliminating hazards at railroad grade crossings, the Federal Highway <br />46 Administration makes funding available to upgrade existing railroad crossing warning systems. <br />47 There is a 90/10 cost split with the State paying for 90% of the cost and 10% funded by the City. <br />48 The state's costs will be financed with Federal Funds,, with the City's costs being financed with <br />49 MSA funds.
