Ix"EQUEST FOR COUNCIL ACTION <br />Date: 3/21/11 <br />Item No.: 12 . a <br />Department Approval City Manager ApDroval <br />r"' <br />Item Description: Approve Resolution Removing Parking Restrictions on East Side of Prior Avenue <br />rITUrp, <br />2 Last fall the Traffic Safety Committee received a request from the Roseville School District to consider <br />3 removing the parking restriction on the east side of Prior Avenue from Shryer Avenue to Eldridge <br />4, Avenue to allow for the increased number of visitors to the Fairview fields associated with the newly <br />5 constructed girls softball facility. Current parking restrictions exist on both sides of Prior Avenue from <br />6 Shryer Avenue to Eldridge Avenue. No Parking signs were installed over the years in response to <br />"7 neighborhood complaints about visibility issues, blocking of driveways and littering by users of the <br />8 adjacent fields. Staff could not find previous Council action establishing the parking restrictions on the <br />9 east side of the street. Prior Avenue is a city street in its entirety. <br />110 <br />11 The existing street is 32 feet wide. This width is adequate for a parking lane and two 12 foot drive <br />12 lanes. The Traffic Safety Committee supports removal of the parking restrictions on the east side of <br />13 Prior Avenue from Shryer Avenue to Eldridge Avenue to accommodate visitors to the softball facility <br />14, and other users of the fields. Police records indicate there have been no accidents on this stretch of Prior <br />15 Ave. in the past two years. There have been a few calls relating to parking enforcement. The School <br />116 District has requested the no parking north of Eldridge remain due drop off and loading of certain user <br />1 7 groups of the Fairview Community Center in that area. <br />11 111""":1'1111 <br />119 Staff has received two calls on this issue. One resident was concerned that handicap parking should be <br />20 provided for the new facility and the other was a concern that the School District had indicated in <br />2 1 meetings with the neighborhood that there would be no change to the on street parking. Staff will <br />22 request a representative from the School district to be present at the meeting. <br />23 POLICY OBJECTIVE <br />24, The City as a road authority establishes parking restrictions to provide a safe transportation network for <br />25 motorists, pedestrians, and residents. Regulating parking is necessary to achieve that objective based on <br />26 the needs and safety of all stakeholders. <br />27 FINANCIAL IMPACTS <br />28 This request will have no financial impact on the City of Roseville. <br />29 STAFF RECOMMENDATION <br />30 Staff recommends the Council approve a resolution removing the no parking anytime restrictions on the east <br />31 side of Prior Avenue from Shryer Avenue to Eldrihe Avenue. <br />Page I of 2 <br />
