k,14L& <br />REQUEST FOR COUNCIL ACTION <br />Date: March 21 i 2011 <br />Item No.. <br />Department Approval City Manager Approval <br />Item Description.- Supporting the efforts to create a Yellow Ribbon Community <br />2 The Minnesota National Guard is seeking Roseville support in establishing a Beyond the Yellow <br />3 Ribbon Community in the Roseville area to support local military members and their families. <br />4 When one person is deployed, the burden on the family can be overwhelming. A spouse or <br />5 family have to take on new responsibilities for which they do not have the time or the talents to <br />6 handle. These could be anything from unclogging a drain or changing a flat tire to applying for <br />"7 benefits,, filling out a college application or having spending money for extracurricular activities <br />8 in high school. <br />9 The effects of deployment do not end when the soldier returns home. When military personnel <br />return,, they may face medical challenges or financial pressures. They may have difficulty finding <br />a job or getting into school, and they may have a difficult time adjusting to civilian life. <br />12 Throughout Minnesota, cities and towns are coming together to create "Beyond the Yellow <br />13 Ribbon"' communities to help military families. <br />14 Through the Beyond the Yellow Ribbon efforts, the City would support the National Guard to <br />�".11'1;� establish a steering committee to recruit volunteers. They would work to create a trusted system <br />in which military families could ask for help. The types of help could range from raking leaves <br />17 to helping get medical care. Individually we have talents that could support the families but we <br />often do not know where there is a need. A Beyond the Yellow Ribbon Community relies on the <br />collective strength of a community. <br />20 POLICY OBJECTIVE <br />2,1 To establish a network to support military personnel and their families. <br />22 FINANCIAL IMPACTS <br />23 Minimal costs — staff time,, meeting space. <br />24 STAFF RECOMMENDATION <br />Z Approve resolution supporting the efforts to establish a Beyond the Yellow Ribbon Community <br />2 �, in the Roseville area to support local military members and their families. <br />27 <br />0,1� <br />
