The drive-through lane and service window is proposed along the west side of the <br />40 building which is the rear or the property, opposite of the Rice Street frontage; <br />41 go The site entrance nearest to an intersection is on Transit Avenue,, 75 feet west of <br />42, the rice Street right-of-way; <br />43 h. Because the proposed drive-through facility is at the back of the building, near <br />44, service doors and away from customer entrances to the tenant spaces,, motorists,, <br />45 cyclists, and pedestrians should be able to co-mingle without safety issues; <br />46 Based on the proposed plan, there is space for perhaps 5 vehicles, queued from <br />4`7 the pick-up window, before the vehicles would cross into a drive easement along <br />48 the western edge of the property. If the queue length or customer volume proves <br />49 to be problematic, staff can work with the property owner to resolve circulation <br />50 conflicts through such means as modified signage and pavement markings or <br />51 additional paved area; <br />52, The proposed drive-through menu board would stand approximately 200 feet <br />53 from the nearest residence,, but volume specifications for the speaker equipment <br />54 will be monitored as any other potential noise nuisance to ensure that it is not <br />55 loud enough to constitute a nuisance on the abutting residential property; <br />56 k. The final design of the drive-through menu board and pick-up window has not <br />5 7' been determined,, but building permits will not be issued unless the selected <br />58 design and materials are compatible with the primary building and comprise a <br />59 similar level of architectural quality and detailing; and <br />60 1. Although business uses on Neighborhood- or Community Business-zoned <br />61 properties lie directly west and south of the proposed drive-through facility, and <br />62, the nearby residential property is presently screened with closely-spaced <br />63 evergreen trees that appear to be at least 12 feet tall, the proposed drive-through <br />64 facility may end up rather exposed to the residences across the wetland. <br />65 Additional evergreen trees of the same or similar variety to the existing <br />66 evergreens should be planted to further screen the nearby residential properties. <br />6 7' NOW THEREFORE BE IT RESOLVED,, by the Roseville City Council, to APPROVE <br />68 the proposed drive-through facility at 24�35-24�59 Rice Street as a CONDITIONAL USE in <br />69 accordance with Section § 1009.02 of the Roseville City Code, subject to the following <br />70 conditions.- <br />71 a.
