Public and private roads and parking areas shall be designed to utilize natural vegetation and <br />589 topography to achieve maximum screening from view of public waters. Fill and grading activities within <br />611 shoreland shall comply with subsections 10 1 7.24A2a through A and 10 1 7.24B.
