Call to Order <br />1 <br />Chair Dan Boerigter called to order the Planning Commission meeting at approximately 6:30 p.m. <br />2 <br />and reviewed the role and purpose of the Planning Commission. <br />3 <br />2. From the Commission or Staff <br />21 <br />Member Wozniak requested that Mr. Paschke check into and report back to the <br />22 <br />Commission if the Grass Lakes Water Management Organization (GLWMO) was still <br />23 <br />looking for participation from the Planning Commission at their Third Generation Ten <br />24 <br />Year Plan stakeholder meetings. <br />25 <br />5. Public Hearings <br />26 <br />Chair Boerigter reviewed the purpose and process for public hearings before the Planning <br />27 <br />Commission. <br />28 <br />a. PLANNING FILE 11-004 <br />29 <br />Request by James Carr for approval of an accessory dwelling unit as a <br />30 <br />CONDITIONAL USE at 2478 Hamline Avenue <br />31 <br />Chair Boerigter opened the Public Hearing at 6:34 p.m. <br />32 <br />Associate Planner Bryan Lloyd reviewed the request of Mr. James Carr to modify living <br />33 <br />area above the garage and ground-level entrance, requiring that the accessory dwelling <br />34 <br />unit (ADU) gain formal approval as a CONDITIONAL USE, as detailed in the Request for <br />35 <br />Planning Commission Action dated March 2, 2011. <br />36 <br />Mr. Lloyd highlighted staff’s analysis of the request for ADU above the attached garage, <br />37 <br />with living space physically separated from the remainder of the principal residence, and <br />38 <br />already existing as legally nonconforming under State Statute and City Code. Mr. Lloyd <br />39 <br />advised that the applicant’s intent was to improve and reconfigure the entrance to the <br />40 <br />unit, through shifting of the stairways, and to make it more accessible as an extension of <br />41 <br />the principal residents, plans would still preserve the option for the space as a separate <br />42 <br />dwelling unit. <br />43 <br /> <br />
