Planning Commission Meeting <br />Minutes – Wednesday, March 02, 2011 <br />Page 12 <br />Ms. Miliotis sought clarification that the plat drawing (Attachment C) did not reflect the <br />562 <br />actual proposal as it appeared to do rather than including it as a cul-de-sac. <br />563 <br />Ms. Miliotis also asked that the City and/or the developer address wildlife displacement <br />564 <br />mitigation plans; expressed appreciation of the tree preservation efforts; expressed <br />565 <br />concerns on topography and drainage issues in the area; noting that as a cul-de-sac <br />566 <br />resident, she and many of her neighbors were affected by storm events. On behalf of <br />567 <br />those affected residents, as well as future homeowners, she encouraged the City to be <br />568 <br />heavily involved in ensuring adequate drainage. <br />569 <br />Zoe Jenkins, 2930 Fernwood <br />570 <br />Ms. Jenkins shared the concerns expressed by the previous speaker related to drainage <br />571 <br />issues. Ms. Jenkins reviewed the flooding experienced annually on the east side of her <br />572 <br />property; and the work done by the neighbors in keeping the storm water pond areas <br />573 <br />clean over the years. Ms. Jenkins expressed concern that the homes proposed for <br />574 <br />construction on the north side of County Road C2 (Block 2) be planned for accordingly <br />575 <br />due to this low area and consistent drainage issues. Ms. Jenkins also shared the <br />576 <br />comments of the previous speaker related to displacement of wildlife and whether any <br />577 <br />green corridors were provided for that wildlife. <br />578 <br />Richard Skaggs, 1160 Josephine Road <br />579 <br />Mr. Skaggs expressed concern with the developer’s plans for the twenty-eight (28) units <br />580 <br />and the timing for their construction, opining that he would not like to find the <br />581 <br />neighborhood in a situation with numerous vacant units in this current housing market. <br />582 <br />Mr. Skaggs expressed his concern with the developer’s drainage report and concerns <br />583 <br />expressed by residents about property drainage; and suggested that different modeling <br />584 <br />exercises and assumptions be used based on changes in Minnesota’s precipitation <br />585 <br />climate and wetter conditions from 1970 to 2003 and precipitation design values and <br />586 <br />calculations. Overall, Mr. Skaggs spoke in support of the project as a good addition to the <br />587 <br />City; however, he suggested a more robust drainage and flood control infrastructure plan <br />588 <br />during initial development of the project to avoid future costs to citizens and homeowners. <br />589 <br />Betty Gladfelter, 1180 Josephine Road <br />590 <br />Ms. Gladfelter had submitted her written comments that were provided as a bench <br />591 <br />handout for tonight’s meeting expressing her interest in opening County Road C2 in the <br />592 <br />proposed development plan. <br />593 <br />Ms. Gladfelter questioned the timing of the traffic study. <br />594 <br />Ms. Bloom advised that the study had been completed in January of 2011. <br />595 <br />Ms. Gladfelter suggested the study should be done during the summer to address lake <br />596 <br />traffic on Josephine Lake that would significantly increase flow and overall numbers. <br />597 <br />Ms. Gladfelter noted her personal experience in accessing Cottontail Park and vehicles <br />598 <br />not stopping for pedestrians to cross Josephine Road in designated areas. <br />599 <br />Ms. Gladfelter addressed storm water runoff, with her property bordering a pond on the <br />600 <br />northwest side; and sought additional detail on how that pond would be affected by the <br />601 <br />proposed development; including water levels and any other pond proposed to be <br />602 <br />constructed in the vicinity; and environmental impacts to the existing pond. <br />603 <br />Pam Newcome, 1245 Josephine Road <br />604 <br />Written comments were received from Richard and Pam Newcome and provided as a <br />605 <br />bench handout at the meeting and requesting that the Josephine Woods development <br />606 <br />proposal be contingent on opening County Road C2, based on their concerns with traffic. <br />607 <br />Ms. Newcome’s verbal comments reiterated those expressed in her written comments, as <br />608 <br />she expressed disappointment that no provisions were made in recommendations for <br />609 <br />opening County Road C2. Ms. Newcome noted that, while a classified as a residential <br />610 <br />collector street, Josephine Road was narrow, and there were safety concerns already <br />611 <br />due to increased traffic with County Road C2 not being open, and impacts to those <br />612 <br /> <br />
