Planning Commission Meeting <br />Minutes – Wednesday, March 02, 2011 <br />Page 4 <br />Mr. Lloyd advised that there were numerous components of the application still <br />148 <br />outstanding, the City’s Public Works Department and City Engineer were finalizing <br />149 <br />information on storm water and infrastructure with the applicant’s consulting engineer. Mr. <br />150 <br />Lloyd advised that staff was recommending that, if approved by the Planning <br />151 <br />Commission, approval be contingent upon provision of all outstanding detailed <br />152 <br />engineering information prior to City Council action. <br />153 <br />Mr. Lloyd reviewed the nature of an “Outlot” and intent to plat the proposed Outlot A <br />154 <br />when future development scenarios were solidified enough to determine actual location <br />155 <br />of lot lines. Mr. Lloyd advised that the existing pile of rubble, under stipulations of a recent <br />156 <br />Interim Use approval, was located on the northern portion of the proposed Outlot. <br />157 <br />Staff recommends approval of the PRELIMINARY PLAT, as detailed in Section 7 of the <br />158 <br />staff report dated March 2, 2011; contingent upon provision of all outstanding detailed <br />159 <br />engineering information prior to City Council action. <br />160 <br />City Engineer Debra Bloom <br />161 <br />At the request of Member Gottfried, City Engineer Debra Bloom reviewed the process of <br />162 <br />public infrastructure improvements necessary to serve any given plat. Mr. Bloom noted <br />163 <br />that the older unit was one lot, and was now being proposed for subdivision for up to <br />164 <br />three (3) lots. Ms. Bloom reviewed the location of existing and future sanitary sewer <br />165 <br />locations and extensions needing to be stipulated as part of the preliminary plat, as well <br />166 <br />as identifying any additional rights-of-way and sidewalk extensions. Ms. Bloom advised <br />167 <br />that the existing storm water infrastructure had been developed on the property prior to <br />168 <br />development of current storm water regulations; and improvements would now need to <br />169 <br />be incorporated into the parcel(s). Ms. Bloom noted that the Applicant’s consulting <br />170 <br />engineer was aware of the required information, and expressed her confidence that the <br />171 <br />information was forthcoming. Ms. Bloom further noted that Terminal Road had been <br />172 <br />developed in the 1980’s as a private road at this location; and it was staff’s preference to <br />173 <br />keep it private and not have it become a public roadway. Ms. Bloom advised that none of <br />174 <br />the remaining engineering issues were insurmountable, but that it was staff’s charge to <br />175 <br />ensure public improvement requirements were in place to meet future development <br />176 <br />and/or redevelopment needs of the site. <br />177 <br />Member Gottfried expressed concern in the Planning Commission holding the Public <br />178 <br />Hearing prior to all technical aspects for the project being in place. <br />179 <br />Ms. Bloom, as well as Mr. Lloyd, assured Commissioners that holding the Public Hearing <br />180 <br />and reviewing the Preliminary Plat at this time, prior to completion of engineering <br />181 <br />documents, were practical. <br />182 <br />Applicant Representative, Clark Wicklund, Alliant Engineering <br />183 <br />Mr. Wicklund addressed the issues addressed by Ms. Bloom: sanitary sewer, storm <br />184 <br />sewer and sidewalk extension on Walnut; and addressed the status of each component. <br />185 <br />Storm Sewer <br />186 <br />Mr. Wicklund advised that site drainage was sufficient based on the previous <br />187 <br />development on the site; and while there was no capacity issue, how to best treat the <br />188 <br />runoff remained in process. Mr. Wicklund noted that there were a variety of options to <br />189 <br />treat the drainage as the site developed, while addressing drainage from the City’s <br />190 <br />perspective and the network of available surrounding storm sewers and concern that the <br />191 <br />site may be tributary to a local regional retention pond. Mr. Wicklund advised that, in <br />192 <br />working with staff, it was determined to route the northern portion of the site to an <br />193 <br />already-installed storm sewer on County Road C2 and Walnut, thus bypassing the <br />194 <br />regional pond, which had been of primary concern to City Engineer Bloom based on a <br />195 <br />history of flooding at that lift station. <br />196 <br />Mr. Wicklund noted that the site was already developed and surrounded by runoff <br />197 <br />capacity, but that with the addition of newer stormwater management requirements, <br />198 <br />discharge would be reduced from the site. However, Mr. Wicklund advised that until more <br />199 <br />detail was known as individual users came forward, additional mitigation remained an <br />200 <br /> <br />
