PLANNING FILE 11-003 <br />270 <br />Request by Pulte Homes of MN, LLC for approval of a PRELIMINARY PLAT of the <br />271 <br />residentially-zoned property in the NW corner of Lexington Avenue and County <br />272 <br />Road C <br />273 <br />Chair Boerigter opened the Public Hearing at 7:35 p.m. <br />274 <br />Associate Planner Bryan Lloyd reviewed the request of Pulte Homes to plat the <br />275 <br />northwestern corner of the parcel at the intersection of Lexington Avenue and County <br />276 <br />Road C2 to accommodate twenty-eight (28) one-family lots. Mr. Lloyd advised that plat <br />277 <br />proposals were reviewed primarily to ensure all proposed lots met minimum size <br />278 <br />requirements of the Zoning Code, and that adequate streets and other public <br />279 <br />infrastructure were in place or provided; and that storm water was addressed to prevent <br />280 <br />any problems on nearby properties or within the City’s storm water system itself. <br />281 <br />Mr. Lloyd reviewed staff’s analysis, through the Development Review Committee (DRC, a <br />282 <br />body comprising staff from all City Departments, and their findings pertinent to the plat; <br />283 <br />and as detailed in the Request for Planning Commission Action dated March 2, 2011. <br />284 <br />Mr. Lloyd advised that, since noticing the project and tonight’s Public Hearing, staff had <br />285 <br />fielded several comments and concerns of the public, including traffic impacts and <br />286 <br />infrastructure issues. <br />287 <br />Staff recommended approval of the PRELIMINARY PLAT of the property in the northwest <br />288 <br />corner of Lexington Avenue and County Road C2, based on the comments and findings <br />289 <br />of Sections 4-6 and the conditions of Section 7 of the staff report. <br />290 <br />At the request of Chair Boerigter, Mr. Lloyd provided a brief overview of considerations of <br />291 <br />the Planning Commission for approval of a Preliminary Plat, including street rights-of- <br />292 <br />way, lot lines, easements for infrastructure improvements, restricted access of driveways <br />293 <br />onto Lexington Avenue, and adherence to the recently-adopted tree preservation <br />294 <br />ordinance. Mr. Lloyd clarified that Preliminary Plat approval did not include building <br />295 <br />footprints, and that at this time, those only served as illustrative and would be regulated <br />296 <br />by City Code regulations as the project moved forward. <br />297 <br />Related to legal standards, at the request of Chair Boerigter, Mr. Lloyd advised that the <br />298 <br />Commission should review whether proposed lots met subdivision and lot requirements, <br />299 <br />and if there was adequate infrastructure to accommodate a proposed development. <br />300 <br />City Planner Thomas Paschke <br /> <br />301 <br />Mr. Paschke expanded that the Commission should, in their infrastructure review that <br />302 <br />included location of existing and/or proposed roads and street accesses, whether the <br />303 <br /> <br />
