PLANNING FILE 11-010 <br />724 <br />Joint Request by Meritex Enterprises, Inc. for approval of a PRELIMINARY PLAT of <br />725 <br />the property at 2280 Walnut Street and approval of outdoor storage as a <br />726 <br />CONDITIONAL USE for Airgas North Central <br />727 <br />Chair Boerigter opened the Public Hearing at 8:19 p.m. <br />728 <br />City Planner Thomas Paschke reviewed the request of Meritex Enterprises, Inc. for <br />729 <br />approval of a PRELIMINARY PLAT of the industrially-zoned property at 2280 Walnut <br />730 <br />Street; and a request by AirGas North Central for approval of a CONDITIONAL USE to <br />731 <br />allow outdoor storage of bulk gas cylinders. Mr. Paschke clarified that the Site Plan <br />732 <br />included storage bunkers for the gas cylinders, detailed in Sections 4.2 through 4.5 of the <br />733 <br />Request for Planning Commission Action dated April 06, 2011. <br />734 <br />Mr. Paschke noted discussion of City staff from various departments, representing the <br />735 <br />Development Review Committee (DRC), specific to site design, including location of <br />736 <br />accesses, private versus public ponds, fencing height and material, and parking lot <br />737 <br />construction to include curb and gutter, as detailed in Section 6.4 of the report. <br />738 <br />Mr. Paschke summarized staff’s analysis of outdoor storage and manufacturing, <br />739 <br />distribution of uses within industrial district and general criteria; environmental <br />740 <br />regulations; and other considerations and conditions as detailed in Sections 6.2 and 6.3 <br />741 <br />of the staff report. <br />742 <br />Staff recommended approval of the requests, as detailed in Section 7 of the staff report <br />743 <br />dated April 6, 2011. <br />744 <br />Member Wozniak questioned Condition 7.1.a of the report regarding removal of drainage <br />745 <br />pond easements, and how that would be accomplished; with Mr. Paschke advising that <br />746 <br />they would be removed from the Preliminary Plat, and while the Watershed District may <br />747 <br />requirement easements over ponds, they were to remain private, not public, as the City <br />748 <br />had no intent to maintain them, and if included on the plat, they would become public and <br />749 <br />require city maintenance. <br />750 <br />Applicant Representatives, Jim Paris, Consolidated Construction Company <br />751 <br />Mr. Paris concurred with staff’s analysis; and briefly reviewed the reputation of AirGas <br />752 <br />and their commitments to the same principles that were important to the City. Mr. Paris <br />753 <br />advised that AirGas had never been denied a Conditional Use to-date; as clearly <br />754 <br />evidenced by staff’s review of and recommendation for approval of the request. Mr. Paris <br />755 <br />advised that it was the intent of AirGas to do things right and be an asset in the <br />756 <br /> <br />
