Planning Commission Meeting <br />Minutes – Wednesday, April 06, 2011 <br />Page 17 <br />Mr. Paschke advised that staff had anticipated the request, given past conversations <br />808 <br />related to fencing; however, staff had not been alerted to the firm’s request for leniency or <br />809 <br />their opposition to the proposed condition. Mr. Paschke advised that staff would review <br />810 <br />code and condition to work with the firm; and attempt to be flexible and address their <br />811 <br />request within code provisions, while ensuring that the entire site and the outdoor storage <br />812 <br />area were both addressed. <br />813 <br />Chair Boerigter questioned why, if a code requirement, the fencing was required to be <br />814 <br />listed as a condition. <br />815 <br />Mr. Paschke advised that it had been a condition identified during staff’s analysis; but that <br />816 <br />it could be removed. <br />817 <br />Chair Boerigter suggested, and staff concurred, that the condition be removed from <br />818 <br />tonight’s approval process, with staff making a determination whether the firm’s proposed <br />819 <br />material met City Code requirements or not. <br />820 <br />Chair Boerigter closed the Public Hearing at 8:44 p.m., with no one appearing for or <br />821 <br />against. <br />822 <br />Chair Boerigter spoke in support of the proposed use, opining that it was a better use <br />823 <br />than the current use; and suggested removal of Condition A. <br />824 <br />MOTION <br />825 <br />Member Boerigter moved, seconded by Member Wozniak to RECOMMEND <br />826 <br />nd <br />approval of the proposed PRELIMINARY PLAT of Highcrest Park 2 Addition, 2280 <br />827 <br />Walnut Street; based on the comments and findings of Section 5, and the condition <br />828 <br />of Section 7.1.a of the Request for Planning Commission Action dated April 6, <br />829 <br />2011. <br />830 <br />Ayes: 7 <br />831 <br />Nays: 0 <br />832 <br />Motion carried. <br />833 <br />MOTION <br />834 <br />Member Boerigter moved, seconded by Member Wozniak to RECOMMEND <br />835 <br />approval of the proposed CONDITIONAL USE for AirGas North Central to allow <br />836 <br />outdoor storage of gas cylinders within concrete bunkers; based on the comments <br />837 <br />and findings of Section 6, and the conditions of Section 7.2.a-d of the Request for <br />838 <br />Planning Commission Action dated April 6, 2011; <br />amended as follows: <br />839 <br /> <br /> Remove Condition “a” related to site screen fencing height and materials; and <br />840 <br />reformat conditions as appropriate. <br />841 <br />Ayes: 7 <br />842 <br />Nays: 0 <br />843 <br />Motion carried. <br />844 <br />It was noted that this case is scheduled to be heard at the April 18 or April 25, 2011 City <br />845 <br />Council meeting. <br />846 <br />7. Adjourn <br />847 <br />Chair Boerigter announced the City Council’s creation of a Civic Engagement Task Force, and <br />848 <br />directed all interested citizens to apply at City Hall or through the City’s website. <br />849 <br />Mr. Paschke asked that those able to attend the joint City Council/Planning Commission meeting <br />850 <br />on May 9, 2011 contact Administrative Assistant Margaret Driscoll at their earliest convenience. <br />851 <br />Chair Boerigter adjourned the meeting at approximately 8:47p.m. <br />852 <br />
