Call to Order <br />1 <br />2 Chair Dan Boerigter called to order the Planning Commission meeting at approximately 6:30 p.m. <br />3 and reviewed the role and purpose of the Planning Commission. <br />2. Communications and Recognitions <br />17 <br />a. From the Public (Public Comment on items not on the agenda) <br />18 <br />19 No one from the public appeared to speak at this time. <br />5. Public Hearings <br />20 <br />21 Chair Boerigter reviewed the purpose and process for public hearings before the Planning <br />22 Commission. <br />a. PLANNING FILE 11-013 <br />23 <br />Request by TOTI Roseville RE, LLC for approval of an assisted living facility as a <br />24 <br />CONDITIOANL USE at 621-637 Larpenteur Avenue <br />25 <br />26 Chair Boerigter opened the Public Hearing at 6:33 p.m. <br />27 Associate Planner Bryan Lloyd briefly reviewed the request of Suite Living to construct a <br />28 44-bed assisted living facility in the northwest corner of the intersection of Larpenteur <br />29 Avenue and Dale Street, with a Comprehensive Plan designation and corresponding <br />30 Zoning classification of Neighborhood Business (NB). In summarizing staff’s analysis of <br />31 general and specific Conditional Use criteria, Mr. Lloyd advised that, while traffic is not <br />32 anticipated to be problematic, the applicant would be required to prepare a traffic study <br />33 for their proposed use in this location; in addition to providing a less formal account of the <br />34 levels of visitor traffic on peak days at other Suite Living facilities. <br />35 Mr. Lloyd noted that it had been brought to his attention that there was an omission in <br />36 Section 5.4 of the staff report; however, he advised that those items having been listed <br />37 there had been included as conditions of approval, as detailed in Section 7.0 of the staff <br />38 report. <br />39 Staff recommended approval of the proposed assisted living facility as a CONDITIONAL <br />40 USE at 621-637 Larpenteur Avenue; based on the comments and findings of Sections 4- <br />41 6, and the recommendation and conditions of Section 7 of the Request for Planning <br />42 Commission Action dated June 1, 2011. <br />43 Discussion among Commissioners and staff included parking requirements for a facility of <br />44 this size, based on one (1) space for every four (4) beds, requiring a total of eleven (11) <br /> <br />
