Planning Commission Meeting <br />Minutes – Wednesday, June 1, 2011 <br />Page 10 <br />454 market, sell or develop the property in the future. Member Boguszewski opined that he <br />455 was happy to hear the response of staff and the consultant after the meeting for relax <br />456 those regulations on the outer ridge; noting that property owners were all in agreement <br />457 that the parcels around the lake or facing it, were a key amenity for the entire site, and <br />458 should be more highly restricted or regulated. Given all the drama surrounding Twin <br />459 Lakes over the years, Member Boguszewski expressed his personal disappointment that <br />460 there were so few residents who showed up at the open house. <br />461 Member Gisselquist noted his attendance for a portion of the open house; and expressed <br />462 his reluctant, then more involved interest in the building block and map exercises, <br />463 providing a hands-on idea of what something could look like. While note part of the <br />464 discussion with property owners/developers, Member Gisselquist expressed support for <br />465 flexibility, and his future interest in seeing how the development played out; and <br />466 recognizing that Langton Lake was a real asset for the development area, rather than the <br />467 current disconnect. <br />468 At the request of Member Boguszewski, Mr. Lloyd confirmed that as the City’s current <br />469 zoning code is set up, creation of a regulating map is a necessary activity to happen so <br />470 development can occur in the Twin Lakes Redevelopment Area, even while allowing for <br />471 some flexibility. Mr. Lloyd further confirmed that, without that Regulating Map and Plan in <br />472 place, nothing could be proposed for development, as they would become part of the <br />473 City’s Zoning Code. Mr. Lloyd advised that future revisions to the Plan or Map could be <br />474 initiated by property owners, developers, the City Council, Planning Commission, or staff. <br />475 Related to the exercises at the open house, Mr. Lloyd complimented Member Wozniak <br />476 on his creative and enterprising development scenarios. <br />477 At the request of Chair Boerigter, Mr. Lloyd noted the special meeting of the Planning <br />478 Commission to specifically for the purpose of holding a Public Hearing on the Twin Lakes <br />479 Regulating Map and Plan, scheduled for June 15, 2011. Mr. Lloyd advised that no <br />480 additional mailed notices would be sent, with the notice being published and notice to <br />481 property owners within ½ mile of the Regulating Map in the form of mailed letters, <br />482 identifying the public open house already held and the upcoming Public Hearing. <br />7. Adjourn <br />483 <br />484 Chair Boerigter adjourned the meeting at approximately 8:30 p.m. <br />
