Planning Commission Meeting <br />Minutes – Wednesday, June 1, 2011 <br />Page 8 <br />352 Member Lester noted the number of proposed drive-through lanes in Section 5.2 of the <br />353 staff report compared to the revised site plan showing three (3) business lanes and one <br />354 (1) ATM lane. <br />355 Mr. Lloyd confirmed that the lanes had been reduced as part of the most recent site plan <br />356 revisions. <br />Applicant Representative, Mike Kraft, HTG Architects, 9300 Hennepin Town Road, <br />357 <br />Eden Prairie, MN <br />358 <br />359 Mr. Kraft concurred with the conditions recommended by staff; and offered their <br />360 willingness to work with staff on sliding the building further back on the lot if appropriate; <br />361 however, he noted that the building had been positioned to meet City Code requirements. <br />Public Comment <br />362 <br />363 An e-mail dated May 31, 2011 from City Councilmember Tammy McGehee was <br />364 provided as a bench handout, attached hereto and made a part hereof <br />365 Chair Boerigter closed the Public Hearing at 8:05 p.m.; with no one appearing for or <br />366 against. <br />367 Member Gisselquist spoke in support of this use and the drive through. In response to the <br />368 e-mail from Councilmember McGehee, Member Gisselquist opined that this was part of <br />369 the City’s ongoing growing pains; and that moving businesses forward on a site was part <br />370 of the Zoning Code updates that appeared important to the majority of those considering <br />371 that design standard. Member Gisselquist noted, however, that all in all and following the <br />372 code, there wasn’t that much difference in the previous code. Member Gisselquist spoke <br />373 in support of the building moving forward on the site and parking in the back, and the <br />374 resulting traffic flow on site for pedestrians and vehicles. <br />MOTION <br />375 <br />Member Gisselquist moved, seconded by Member Boerigter to RECOMMEND <br />376 <br />approval of the proposed drive-through as a CONDITIONAL USE at 2750 Snelling <br />377 <br />Avenue; based on the comments and findings of Sections 5 and 6; and the <br />378 <br />conditions of Section of the Request for Planning Commission Action dated June <br />379 <br />1, 2011. <br />380 <br />Ayes: 6 <br />381 <br />Nays: 0 <br />382 <br />Motion carried. <br />383 <br />384 Chair Boerigter noted that this case was scheduled for the June 13, 2011 City Council <br />385 meeting. <br />c. PROJECT FILE 0017 <br />386 <br />Request by Roseville Planning Division for approval of ZONING TEXT <br />387 <br />AMENDMENTS pertaining to: front porches and covered entries in the Low Density <br />388 <br />Residential-1 (LDR-1) District; Parking setbacks in the Industrial (I) District; and <br />389 <br />buffers between LDR-1 Districts and more intensive zoning districts <br />390 <br />391 Chair Boerigter opened the Public Hearing at 8:08 p.m. <br />392 Associate Planner Bryan Lloyd reviewed the proposed ZONING TEXT AMENDMENTS <br />393 as detailed in the Request for Planning Commission Action dated June 1, 2011; and <br />394 related tables and footnotes. <br />395 Proposed “Porch Amendment” <br />396 Discussion included noting that previous code didn’t provide for porch encroachments, <br />397 with individual proposals considered as a variance or administrative deviation process <br />398 depending on their specific nature; administrative deviations, given recent variance <br />399 legislation, for additions to house fronts encroaching as much as 20% into required <br />400 setbacks, usually up to six feet (6’), which worked for covered entries, but not for larger <br />401 porches; specificity of this amendment to covered porches, with decks or areas without a <br />402 roof not applicable; and specific categories in code for wheelchair ramps. <br /> <br />
