Call to Order <br />1 <br />Vice Chair John Gisselquist called to order the Planning Commission meeting at approximately <br />2 <br />6:45 p.m. and reviewed the role and purpose of the Planning Commission. Note: Tonight’s <br />3 <br />meeting was not telecast or tape-delay recorded. <br />4 <br />2. Roll Call & Introductions <br />5 <br />City Planner Thomas Paschke called the Roll. <br />6 <br />Members Present: Vice Chair John Gisselquist; and Members Peter Strohmeier; Michael <br />7 <br />Boguszewski; Glenn Cook; and Joe Wozniak <br />8 <br />Members Excused: Members Daniel Boerigter and Jeff Lester <br />9 <br />Staff present: City Planner Thomas Paschke; Associate Planner Bryan Lloyd <br />10 <br />3. Communications and Recognitions: <br />24 <br />a. From the Public (Public Comment on items not on the agenda) <br />25 <br />Lynn Beauclaire, 1758 Alta Vista Drive <br />26 <br />Ms. Beauclaire expressed her concern with the assisted living facility discussed at the <br />27 <br />June 1, 2011 Planning Commission meeting; and following her review of the plans <br />28 <br />presented, advised that she had several questions and comments. <br />29 <br />Ms. Beauclaire opined that a 44-bed assisted living facility was too large for that <br />30 <br />neighborhood and that site, since the neighborhood already had a significant traffic issue, <br />31 <br />with the City having done nothing to-date to alleviate that traffic concern at Alta Vista <br />32 <br />Drive and Dale Street. Ms. Beauclaire questioned hoe emergency vehicles would be able <br />33 <br />to access the site or to have a sufficient turning radius; noted the high speed of 40 MPH <br />34 <br />or more on Dale Street creating a dangerous situation, and the inability of vehicles to <br />35 <br />access Highway 36 on Dale Street without going through their neighborhood and Dale <br />36 <br />Court to get to Larpenteur Avenue. Ms. Beauclaire opined that Alta Vista would <br />37 <br />experience the brunt of the traffic from the site, and suggested that the roadway be <br />38 <br />redone or the center island removed to facilitate access. <br />39 <br />Vice Chair Gisselquist <br /> advised that, during discussion at the meeting and the Planning <br />40 <br />Commission’s subsequent recommendation for approval, the 44-bed facility referred to <br />41 <br />the number of residents living there at any given time, and the confirmation by the <br />42 <br />developer that those residents would not have vehicles; and that only 8-10 staff members <br />43 <br />would be present at peak times, in addition to parking to accommodate visitors for their <br />44 <br />residents. Vice Chair Gisselquist noted that the developer acknowledged that there may <br />45 <br />be some overflow of traffic during holidays with additional visitors, but the overflow would <br />46 <br />be infrequent. Vice Chair Gisselquist noted that the approval was conditioned on <br />47 <br />completion of a traffic study, currently in process, and any additional conditions or <br />48 <br /> <br />
