Call to Order <br />1 <br />Upon arrival of a quorum of Commissioners, Chair Daniel Boerigter called to order the regular <br />2 <br />meeting of the Planning Commission meeting at approximately 6:30 p.m. and reviewed the role <br />3 <br />and purpose of the Planning Commission. <br />4 <br />2. Roll Call & Introductions <br />5 <br />City Planner Thomas Paschke called the Roll. <br />6 <br />Members Present: Chair Daniel Boerigter; and Members Peter Strohmeier; Jeff Lester Michael <br />7 <br />Boguszewski; and Glenn Cook <br />8 <br />Members Excused: Members Joe Wozniak and John Gisselquist <br />9 <br />Staff present: City Planner Thomas Paschke; Associate Planner Bryan Lloyd <br />10 <br />3. Review of Minutes <br />11 <br />MOTION <br />12 <br />Member Boerigter moved, seconded by Member Boguszewski to approve the special <br />13 <br />meeting minutes of June 15, 2011 as amended. <br />14 <br />Corrections <br />15 <br /> <br />Page 1, correct date of meeting from June 1 to June 15, 2011. <br /> <br />16 <br />Ayes: 5 <br />17 <br />Nays: 0 <br />18 <br />Motion carried. <br />19 <br />4. Communications and Recognitions: <br />20 <br />a. From the Public (Public Comment on items not on the agenda) <br />21 <br />None. <br />22 <br />b. Public Hearings <br />25 <br />Chair Boerigter reviewed the purpose and process for public hearings held before the Planning <br />26 <br />Commission. <br />27 <br />a. PROJECT FILE 0017 <br />28 <br />Request by the Community Development Department to establish a regulating plan <br />29 <br />for the Twin Lakes Redevelopment Area as required by the City Code <br />30 <br />Chair Boerigter opened the Public Hearing at 6:33 p.m. <br />31 <br />City Planner Thomas Paschke briefly advised that the Regulating Map and Plan for the <br />32 <br />Twin lakes Redevelopment Area had been further revised (DRAFT dated June 30, 2011) <br />33 <br />for review and consideration at tonight’s meeting. Mr. Paschke noted that these further <br />34 <br />revisions were staff’s recommendations for less restrictive regulations for the Map and <br />35 <br />Plan, and were a direct result of public and Commissioner comment at the Public Hearing <br />36 <br />held at the Special Planning Commission on July 15, 2011; and subsequent meetings <br />37 <br />with Twin Lakes property owners. <br />38 <br />For the record, Mr. Paschke noted the receipt of written comments, in opposition, dated <br />39 <br />July 6, 2011 from Attorney John Paul Martin, with the firm of Martin & Squires, P. A., <br />40 <br />Attorney of Record for Dorso Building Company, owner of the parcel at 2814 N Cleveland <br />41 <br />Avenue; attached hereto and made a part hereof. Mr. Paschke noted that this was in <br />42 <br />addition to the June 30, 2011 letter from this law firm for Dorso that had been included in <br />43 <br />the meeting agenda packet materials. <br />44 <br /> <br />
