<br />Planning Commission Regular Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes - Wednesday, October 05, 2011 <br />1. Call to Order <br />1 <br />Chair Daniel Boerigter called to order the regular meeting of the Planning Commission meeting at <br />2 <br />approximately 6:30 p.m. and reviewed the role and purpose of the Planning Commission. <br />3 <br />2. Roll Call & Introductions <br />4 <br />City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: Chair Daniel Boerigter; and Members Joe Wozniak; John Gisselquist; <br />6 <br />Michael Boguszewski; Jeff Lester; and Joe Wozniak; with Member Peter <br />7 <br />Strohmeier arriving at approximately 6:36 p.m. <br />8 <br />Staff Present: City Planner Thomas Paschke; Associate Planner Bryan Lloyd <br />9 <br />3. Review of Minutes <br />10 <br />MOTION <br />11 <br />Member Gisselquist moved, seconded by Member Boerigter to approve regular meeting <br />12 <br />minutes of September 07, 2011 as presented. <br />13 <br />Ayes: 6 <br />14 <br />Nays: 0 <br />15 <br />Motion carried. <br />16 <br />4. Communications and Recognitions <br />17 <br />a. From the Public (Public Comment on items not on the agenda) <br />18 <br />None <br />19 <br />b. From the Commission or Staff <br />20 <br />Member Wozniak noted receipt of a training opportunity for Planning Commissioners <br />21 <br />provided by Community Development Director Patrick Trudgeon, offered in November by <br />22 <br />the Urban Land Institute entitled “Navigating the New Normal.” <br />23 <br />5. Public Hearing <br />24 <br />Chair Boerigter reviewed the purpose and process for public hearings held before the Planning <br />25 <br />Commission. <br />26 <br />PLANNING FILE 11-025 <br />27 <br />Request by CSM Investors, LLC for approval of outdoor storage as a CONDITIONAL USE <br />28 <br />at 2360 County Road C <br />29 <br />Chair Boerigter opened the Public Hearing at 6:35 p.m. <br />30 <br />Associate Planner Bryan Lloyd summarized the request of CSM Investors, LLC for approval of <br />31 <br />outdoor storage as a CONDITIONAL USE at 2360 County Road C West for proposed storage of <br />32 <br />siding and roofing materials in a fenced area behind the building. <br />33 <br />Staff recommended approval of the proposed CONDITIONAL USE; based on the comments and <br />34 <br />findings of Section 4-6 and the recommendation of Section 7 of the staff report. <br />35 <br />Member Boguszewski pointed out an error in the introductory statement in Section 5.2.a of the <br />36 <br />staff report, and confirmed by Mr. Lloyd that the first “not” in that sentence should be struck. <br />37 <br />At the request of Member Boguszewski for clarification on projected traffic for ingress and egress <br />38 <br />to the site, Mr. Lloyd suggested that the applicant answer that question. However, from staff’s <br />39 <br />perspective, Mr. Lloyd advised that outdoor storage as a land use on the parcel would essentially <br />40 <br />be the same ad indoor storage; and should create no additional traffic, since the CONDITIONAL <br />41 <br />USE was a permitted use, and this request to move storage from inside to outside, not to expand <br />42 <br />their storage capacity, and therefore it should create no additional traffic issues. <br />43 <br /> <br />
