REQUEST FOR HRA ACTION <br />Date: 4/19/2011 <br />Item No: 9.a. <br />Staff Approval: Agenda Section: <br /> PT Discussion Item <br />Item Description: 2011 Neighborhood Enhancement Program update <br />Background <br />Since 2008, the Roseville HRA has provided funding for proactive nuisance code enforcement. <br />This program, the Neighborhood Enhancement Program (NEP) has proven to be successful and <br />has just completed its three year cycle for reviewing all of the single-family properties for code <br />compliance. As part of the program, City staff contacts property owners two weeks ahead of the <br />visit to educate the property owners of the community’s nuisance ordinance as well to allow <br />correction of any violations prior to staff’s visit. <br />When originally started, it was anticipated that it would take four years to visit all of the <br />properties. As mentioned previously, staff was able to condense the program into a three year <br />cycle. For the upcoming cycle, staff believes that it can conduct the complete review of <br />properties in two years. This is mainly due to efficiencies in the process and the talents of the <br />staff working on the NEP. In addition, with each year of the NEP, staff is finding fewer <br />violations on an annual basis. Public nuisance violation rates have steadily gone down in each of <br />the three years of the first cycle (2008-7.6%, 2009-6.2%, 2010-3.7%). Staff feels that education <br />efforts initiated (mainly the informational brochure- See Attachment A), and the cooperation and <br />support of residents have combined to result in fewer public nuisances and improved <br />neighborhood visuals. Regular land use program public nuisance cases in 2010 (614) dropped <br />16% compared to 2008 (736) and 2009 (730). This could be attributed to the success of the NEP <br />program (time will tell). <br />Below are details of the 2011 Neighborhood Enhancement Program: <br />This year the program will be revisiting properties first viewed in 2008. We will now be <br />able to compare violation rates from 2008 with 2011 to see if the program is having the <br />desired long term effect of reducing public nuisances in neighborhoods (with Brian C. <br />back again the rate comparison should be fairly accurate). <br />Staff will be visiting 4,400 properties divided into 8 neighborhood inspection areas. (See <br />Attachment B). <br />Each neighborhood area contains between 520-590 properties. <br />Selected neighborhoods comprised of areas visited in 2008 and 2009. <br />Neighborhoods will be visited in three week intervals beginning May 2, 1011. <br />The May City newsletter will have an article announcing the beginning of the program, <br />and the July City newsletter will run an article about the program's progress. <br />2011 Neighborhood Enhancement Program Budget Request and Update (04-19-11) - Page 1 of 2 <br /> <br />
