REQUEST FOR HRA ACTION
Date: 4-19-11
Item No: 9 d.
Staff Approval: Agenda Section

Action Items
Item Description: Authorization of Center for Urban and Regional Affairs Intern
Background
One of the 2011 RHRA work plan goals is to explore opportunities for affordable senior housing
as indicated in the 2009 Multi-Family Housing market study. In addition, the RHRA Strategic
Plan encouraged the development of intergenerational housing and the enhancement of the
quality of life and sense of community in Roseville. RHRA staff has been attending educational
events at the University of Minnesota related to intergenerational housing, and its relationship to
the social welfare system.
HRA staff has had discussions with the University of Minnesota Social Work Department to
explore the possibilities and benefits in engaging seniors/older adults with families and children
in the child welfare system. The Center for Urban and Regional Affairs (CURA) has also been
involved in conversations related to intergenerational housing. It was identified from these
discussions that there is a need to further explore the greatest social welfare need of the children
that live in our area and how Intergenerational housing can be used to address that need. It was
recommended that the RHRA apply for a Community-Based Research Grant from CURA which
would pay for a summer intern to research intergenerational housing models, and interview
housing developers and social service agencies in order to develop recommendations for how
intergenerational housing can meet Roseville resident’s needs.
The RHRA was selected by CURA to support our community research project for the summer of
2011 with a graduate student for 260 hours and will report to the Housing Program Manager.
The project will run from 5/30/11 to 8/28/11 (see attached job description).
CURA will be responsible for paying for the intern salary and the RHRA is responsible for
providing workspace, computer, phone and reimbursement for mileage from City Hall to any
face to face meetings. The estimated budget for the cost of the Intern for the RHRA is $550.
Staff Recommendation
Staff is recommending that the RHRA work with CURA to assist the RHRA in researching what the
social welfare needs are for the children in our community and how Intergenerational housing
would address that need.
CURA Summer Intern (4-19-11) -Page 1 of 1
