HRA Meeting <br />Minutes – Tuesday, April 19, 2011 <br />Page 6 <br />1 <br />including one managed by CommonBond, and the misconceptions when such a unit was <br />2 <br />constructed versus the changed perceptions once actually operating. <br />3 <br />4 <br />Mr. Hamilton expressed excitement about the design side of future senior housing <br />5 <br />opportunities; the challenge to overcome risks and develop the desired product for the baby <br />6 <br />boomer generation; and acknowledging that existing products were not receiving much interest <br />7 <br />from that generation. <br />8 <br />9 <br />Chair Maschka thanked Ms. Burjold and Mr. Hamilton for their informative and timely <br />10 <br />presentations. <br />11 <br />12 <br />10.Information Reports and Other Business (Verbal Reports by Staff and Board Members) <br />13 <br />14 <br />a.Foreclosure Update <br />15 <br />attached hereto and made a part hereof <br />Mr. Trudgeon provided bench handouts, , providing <br />16 <br />updated and comparison information on residential foreclosures, based on sheriff’s sale <br />17 <br />information available through Ramsey County, dated 2008 - 2011. Mr. Trudgeon noted the <br />18 <br />great correlation of foreclosed homes and the City’s ongoing and repeat code enforcement <br />19 <br />issues; advising that staff was attempting to be more proactive, rather than reactive, through <br />20 <br />direct contact with banks. However, Mr. Trudgeon noted that the banks and their staff were <br />21 <br />overwhelmed as well. <br />22 <br />23 <br />Additional Staff Notes <br />24 <br />Mr. Trudgeon announced the single-family residential development – Josephine Woods – of <br />25 <br />twenty-eight (28) homes being developed in Roseville by Pulte Homes; with an average price <br />26 <br />of $400,000 depending on amenities. Mr. Trudgeon advised that Pulte anticipated constructing <br />27 <br />four (4) model homes immediately; and hope to close by the end of the year. Mr. Trudgeon <br />28 <br />noted that this was a Greenfield development, and had been a good project to-date. As part of <br />29 <br />that development discussion, <br />30 <br />31 <br />Mr. Trudgeon noted that the discussion had once again arisen on the potential connection of <br />32 <br />County Road C-2, determined to be a separate and ongoing discussion. <br />33 <br />34 <br />Mr. Trudgeon announced that the Community Development Department’s Kara Hower was <br />35 <br />leaving the City of Roseville staff to pursue other opportunities; noting that she provided staff <br />36 <br />support for the HRA as well, especially for the annual Home and Garden Fair. While <br />37 <br />intending to fill the position again, Mr. Trudgeon advised that the vacancy provided some <br />38 <br />opportunities for him and Ms. Kelsey to pursue. <br />39 <br />40 <br />b.Living Smarter Marketing Update <br />41 <br />Ms. Kelsey updated members on the program, including more banners beyond City Hall to the <br />42 <br />OVAL; the success of the vibrant banners; and the availability for the HRA to obtain fourteen <br />43 <br />(14) banner spots along County Road B-2 and Larpenteur Avenue, along with City Hall spots, <br />44 <br />that were formerly used by the Roseville Visitors Association (RVA), pending City Council <br />45 <br />approval of their sign permit. Ms. Kelsey noted that this would provide additional presence for <br />46 <br />the “Living Smarter” marketing campaign. <br />47 <br />48 <br />Ms. Kelsey provided members with an update on social media efforts for the marketing <br />49 <br />campaign and the success of those efforts and interest shown to-date, with most interest shown <br />50 <br />in ways to shorten commutes and green remodeling tips. <br />51 <br />52 <br />Ms. Kelsey reviewed the intended marketing efforts as the 2010 budget was used up and plans <br />53 <br />for the 2011 budget, and marketing efforts and specific issues. <br />54 <br /> <br />
