<br />Minn. Stat. § 1161431. Cities outside the seven-county metropolitan area may receive grants from
<br />Greater Minnesota Business DEED for up to 50 percent of the capital costs of public infrastructure
<br />Development hifrastructure Grant necessary for certain specified. economic development prqjects, exclu.d.ing
<br />Program. 'I and. office space. For this program, ``public i
<br />retail bl'c infrastructure" means
<br />publicly owned. physical infrastructure necessary to support economic
<br />development prqjects, inclu.d.ing but not limited. to sewers, water supply
<br />systems, utility extensions, streets, wastewater treatment systems,
<br />stormwater management systems, and. facilities for pretreatment of
<br />wastewater to remove phosphorus.
<br />Minn. Stat. § I I 6J. 43 1, ubd. 2. Under this law, an ".economic development prQject" for which a county or
<br />city may be eligible to receive a grant under this section inclu.des
<br />manufacturing; technology; warehou.sing and. distribution; research and.
<br />development; agricultural processing or industrial park development that
<br />would. be used. by any one of these businesses.
<br />2010 Minn. Laws ch. 189, § 39 DEED runs the Innovative Bu.siness Development Public Infrastructure
<br />aivending Minn. Stat. § 1161435!� (BD�PI) program that provides grants to local governmental units on a

<br />ch. 3 5, § § I and 2, and 2009 competitive basis statewide for up to 50 percent of the capital cost of the
<br />Minn. Laws ch. 78.1, art. 2, § 12. public infrastructure necessary to expand. or retain jobs.
<br />Innovative Business "Innovative business" means a business that is en, aged. in, or is committed.
<br />Development Program:
<br />Department of Employment and to engage in, innovation in Minnesota in one of the following:
<br />Economic Development. 0 Using proprietary technology to ad.d. value to a product, process, or
<br />service in a high technology field.;

<br />0 Researching, developing, or producing a new proprietary technology for
<br />u.se in the field.s of tourism, forestry, mining, transportation, or green
<br />manu.facturing.
<br />"Proprietary technology" means the technical innovations that are unique
<br />and. legally owned. or licensed. by a business and. inclu.des, without limitation,
<br />those innovations that are patented., patent pending, a subject of trade
<br />secrets, or copyrighted.. "Eligible prqject" means a bloscience an innovative
<br />business development capital improvement prqject in this state, inclu.d.ing:
<br />• Manu.facturing; technology; warehou.sing and. distribution; research and.
<br />development;
<br />• Bloscience innovative business incubator;
<br />• Agricultural bio-processing processing; or indu.strial, office, or
<br />• Research park development that would. be used. by a blosc lence -based. an
<br />innovative business.
<br />Minn. Stat. § 272.02, ubd. 64. DEED administers "tax-free" Job opportunity building zones JOf BZ,). In
<br />each of these zones, businesses will be eligible for a broad. range of tax
<br />incentives for a period. of 12 years. Under the program, local units of
<br />government, inclu.d.ing cities, must submit applications to DEED and. follow
<br />all statutory require ments related. to JOf BZ,.
