A RDFA is a, non-prollit, corporation., Governing Body: An RDFA is controlled, by a Bowd of Directors who, lane either elected or appoinwd by the County Board. If more than one County is involved,, then all counties involved must be represented on the board. T'he board must have a finum of five members.
