HRA Meeting <br />Minutes – Tuesday, May 17, 2011 <br />Page 6 <br />1 <br />2 <br />Motion: Member Pust moved, seconded by Member Elkins to support the amendment to <br />3 <br />Tax Increment Financing (TIF) District No. 18 to assist with the development of new <br />4 <br />affordable housing units as part of Sienna Green Phase II. <br />5 <br />6 <br />Ayes: 6 <br />7 <br />Nays: 0 <br />8 <br />Motion carried. <br />9 <br />10 <br />c.Working with Roseville HRC for Rosefest Parade <br />11 <br />Housing Program Manager Kelsey noted that, to-date, the HRA has not participated in the <br />12 <br />annual Rosefest Parade; but as part of its ongoing “Roseville A Way of Life: Living Smarter” <br />13 <br />marketing campaign, staff was recommending that the HRA do so in 2011. Ms. Kelsey <br />14 <br />advised that, since the Rosefest Parade is believed to be the second largest parade in the State <br />15 <br />of MN, the City’s Park and Recreation Department was seeking to limit the number of parade <br />16 <br />units, and asked that the HRA partner with an existing entry with one of the City’s Advisory <br />17 <br />Commissions. Ms. Kelsey suggested that the City’s Human Rights Commission (HRC) would <br />18 <br />be a good partner for the HRA. Ms. Kelsey suggested that, rather than planning a float, a local <br />19 <br />car dealer be approached to provide an electric car for parade use and in keeping with the <br />20 <br />“green” theme. Ms. Kelsey suggested that youth be found who would be willing to hand out <br />21 <br />“Living Smarter” magnet note pads and pencils with the marketing theme logos. <br />22 <br />23 <br />Motion: Member Majerus moved, seconded by Member Elkins to approve RHRA to <br />24 <br />partner with the HRC for the 2011 Rosefest Parade. <br />25 <br />26 <br />Ayes: 6 <br />27 <br />Nays: 0 <br />28 <br />Motion carried. <br />29 <br />30 <br />10.Information Reports and Other Business (Verbal Reports by Staff and Board Members) <br />31 <br />32 <br />a.ULI – Housing Summit May 24, 2011Foreclosure Update <br />33 <br />Ms. Kelsey reminded Members of the need to register for the Urban Land Institute housing <br />34 <br />summit if they planned to attend. <br />35 <br />36 <br />Ms. Kelsey briefly displayed the nine (9) various banner designs for City light poles along <br />37 <br />Larpenteur Avenue; on County Road B-2 across from Rosedale; and near the OVAL and <br />38 <br />Skating Center on the City Hall campus. Ms. Kelsey advised that the City Council approved <br />39 <br />their installation, with some minor design tweaks, with the goal that they be installed before <br />40 <br />Rosefest to educate the community and visitors on some of Roseville’s many amenities. <br />41 <br />42 <br />Ms. Kelsey noted that she would be appearing on KSTP, Channel 5, on Sunday at 8:40 a.m. to <br />43 <br />talk about the “Living Smarter” campaign and the City’s partnership with Xcel Energy on <br />44 <br />energy savings for residents of the community. <br />45 <br />46 <br />11.
