Ms. <br />9 <br />Kelsey sought HRA direction as to whether to allocate staff time and resources to proceed with <br />10 <br />a plan for updating that employer database, as detailed in the staff report dated April 19, 2011. <br />11 <br />12 <br />Motion: Member Masche moved, seconded by Member Majerus to direct HRA staff to <br />13 <br />return to the HRA with a plan for updating the City of Roseville employer database. <br />14 <br />15 <br />Ayes: 4 <br />16 <br />Nays: 0 <br />17 <br />Motion carried. <br />18 <br />19 <br />d.Center for Urban and Regional Affairs (CURA) Intern for the summer <br />20 <br />Ms. Kelsey briefly summarized the staff request to accept a paid intern from CURA as detailed <br />21 <br />in the staff report dated April 19, 2011; with the HRA to provide office equipment and <br />22 <br />reimburse any mileage. Ms. Kelsey noted that opportunity would work into the item identified <br />23 <br />for intergenerational housing in the work plan directive; with CURA seeking out Roseville to <br />24 <br />apply for this grant, and their subsequent selection for an intern during the summer months. <br />25 <br />26 <br />Discussion included the City reimbursement of mileage and use of office equipment; the space <br />27 <br />part of what the HRA was charged for by the City in the total financial support package; <br />28 <br />review of the Student RA Posting Form included in the meeting packet; and Ms. Kelsey’s <br />29 <br />intent to meet with area school districts to inform them of this research and potential use of it <br />30 <br />by the school districts. <br />31 <br />32 <br />Motion: Member Majerus moved, seconded by Member Masche to accept the paid intern <br />33 <br />from CURA, and authorizing staff to provide office equipment and space; and to <br />34 <br />reimburse the intern for applicable mileage in accordance with City policy. <br />35 <br />36 <br />Ayes: 4 <br />37 <br />Nays: 0 <br />38 <br />Motion carried. <br />39 <br />40 <br />Back to Presenters <br />41 <br />Mary Burjold Maxfield Research and John Hamilton of Urban Works Presentation on <br />42 <br />Baby Boomer’s Aging <br />43 <br />Discussion ensued between Mr. Hamilton and Ms. Burjold and HRA Members in affirming <br />44 <br />that senior co-op housing options were still an attractive option for younger baby boomers, <br />45 <br />usually couples versus singles and the strong sense of community in those cooperatives, and <br />46 <br />responsibility of that younger group of boomers in being involved in and accept responsibility <br />47 <br />for the governance of the cooperative; financial constraints in the current economy and <br />48 <br />housing market, but still attractive for core groups of friends or acquaintances from within a <br />49 <br />business or other tight-knit group in staying together and in controlling their own destinies. <br />50 <br />51 <br />Further discussion included viability of the resale of shares in existing co-ops and whether <br />52 <br />there would be a return on those investments; and trends improving as the housing market <br />53 <br />recovered and sales of homes increased, anticipated to take another 12 – 18 months for <br />54 <br />recovery; affordable housing projects, such as 202 projects; limited HUD financing at this <br />55 <br />time, creating more competition among projects; and examples of several successful projects, <br /> <br />
