MEMORANDUM <br /> To: Parks and Recreation Commission <br /> From: Lonnie Brokke <br /> Date: January 24, 2011 <br /> Re: Notes for Commission Meeting on Tuesday, February 1, 2011 <br /> 1. Introductions/Public Comment Invited <br /> Commissioners and staff will be introduced. Public participation and public comment is <br /> encouraged. <br /> 2. Approval of Minutes of the January 4, 2011 Meeting <br /> Enclosed is a copy of the minutes of January 4, 2011. Please be prepared to approve or amend. <br /> Requested Commission Action: Approve/amend minutes of the meeting of January 4, 2011. <br /> 3. Forestation Control Ordinance <br /> Part of the requirements of the Emerald Ash Borer preparedness Grant that was received in 2010 <br /> is to update the City Forestation Control Ordinance to include Emerald Ash Borer (EAB) and other <br /> forest pests. In addition, the ordinance is in need of other updates. <br /> Enclosed is the current Forestation Control Ordinance - Chapter 706 as well as a marked up <br /> proposed Urban Forest Management Ordinance — Chapter 706. The proposed marked up version <br /> is constructed with existing language in black, new language in red and existing language that is <br /> suggested to be removed is struck. <br /> The process is anticipated that you will have a first review and comment at your February <br /> meeting, a second review and possible recommendation at your March meeting. Then it will go to <br /> the City Council for a public hearing and then be adopted. <br /> Requested Commission Action: Review and discuss. <br /> 4. 2011 Park Improvement Program <br /> The Park Improvement Program funding for 2011 is set at $185,000. Enclosed are the proposed <br /> projects. Staff will be prepared to briefly review each item with you and answer any questions you <br /> may have. <br /> Requested Commission Action: Discuss and recommend the 2011 PIP projects <br /> 5. Master Plan Implementation Discussion <br /> This is continued discussion about the "path to implementation' . <br /> Led by Commissioner Etten, the Commission is the guiding principle for the implementation <br /> direction. <br /> Four meetings of the Citizen Organizing Team (COT) have been held. Notes from meeting #1, #2 <br /> and #3 are included in you packet. Meeting # 4 notes will be distributed at the meeting. <br /> Commission Representatives and staff will plan to review the results of the meetings and gather <br /> further guidance/direction from the entire commission. <br /> On January 10, 2011, the City Council authorized a $50,000 budget (includes the statistically valid <br /> survey) for the Master Plan Implementation process with funds to be taken from the City <br /> Communications Reserve Fund. <br />
